Artemis is seeking a Media Planning/Buyer to support U.S. Customs and Border Protection’s (CBP) Trusted Traveler Program (TTP) Marketing Support Services. This role is part of an integrated team supporting strategic communications, advertising, media, creative, and outreach efforts that help domestic and international travelers understand and engage with programs such as Global Entry.
The ideal candidate is performance driven and comfortable turning audience research and campaign data into actionable media decisions. Applicants should have 3+ years of media planning and buying experience, with hands-on experience implementing, tracking, and optimizing paid campaigns across digital channels. This individual works under the supervision of our Senior Media Leads and collaborates closely with strategy, creative, analytics, and account teams.
This position supports a newly awarded federal contract.
This mid-level position is remote. However, travel for occasional in-person meetings may be required.
Primary Responsibilities
- Conduct audience, market, and media research to inform targeted domestic and international advertising strategies.
- Support annual and campaign-level media planning across paid search, social, programmatic display and native, streaming audio and video, connected TV, out-of-home, and other approved channels.
- Assist with evaluating media vendor proposals, negotiating placements and added value, and coordinating media buys.
- Traffic, launch, pace, monitor, and optimize campaigns across demand-side platforms (DSPs), native platforms, and direct vendor placements.
- Monitor budgets, delivery, reach, frequency, engagement, conversion, acquisition, and cost-efficiency metrics; identify performance trends and optimization opportunities.
- Pull, analyze, and synthesize media results to support recurring reporting, after-campaign reporting, and client recommendations.
- Cross-reference media invoices, placements, and delivery data to support reconciliation and timely payment.
- Coordinate with creative, digital, analytics, and account teams to align audiences, messages, placements, tracking, and campaign objectives.
- Present clear media recommendations and performance insights to clients and support ongoing optimization based on results, program priorities, and available enrollment capacity.
Minimum Qualifications
- 3+ years of hands-on media planning and buying experience in an advertising agency or internal marketing role across paid digital channels, including social, search, native, programmatic display, audio, and video.
- Bachelor’s degree in a related field.
- Experience with campaign trafficking, pacing, optimization, and budget monitoring across concurrent campaigns.
- Demand-Side Platform buying experience, preferably Centro/Basis, and experience using paid social and search platforms.
- Working knowledge of Google Analytics, Google Tag Manager, Google Campaign Manager, and ad-serving platforms.
- Proficient in Office 365, including Excel for data analysis and reporting/dashboard support.
- Strong analytical skills and attention to detail, with the ability to translate performance data into actionable recommendations.
- Excellent communication, negotiation, organization, and time-management skills.
- Ability to manage competing deadlines and adapt quickly in a fast-paced environment.
- Experience working with media vendors and reconciling invoices, placements, and delivery data.
- Understanding of campaign tracking and attribution, including UTMs, pixels/tags where permitted, and conversion measurement.
- Experience in a marketing or advertising agency or department.
- Legal authorization to work in the U.S.
- Ability to obtain and maintain a public trust clearance.
Desired Qualifications
- Federal government marketing, advertising, or communications experience.
- Existing DHS or CBP security clearance.
- Experience supporting DHS, CBP, travel, aviation, or other programs serving domestic and international audiences.
- Experience with international media planning or campaigns targeting multilingual or global audiences.
- Strong critical thinking, analytical, and problem-solving skills.
- Proven ability to organize, prioritize, and work well with others across multidisciplinary teams.
- Ability to communicate recommendations and solutions clearly in writing and verbally.
- Ability to receive feedback from senior-level clients and implement changes quickly and effectively.
- Self-starter capable of working with minimal supervision while managing competing priorities.
- Familiarity with media performance dashboards, reporting tools, and campaign analytics.
- Comfort working in a largely remote environment.
