POSITION OVERVIEW:
We are seeking a Mid-Level Federal Contract Specialist to support the FTA Office of Acquisition Management (TAD-40) in processing and administering routine to complex contract actions. Operating with limited guidance, this candidate will handle market research, solicitation preparation, cost/price analysis, modification drafting, and contract closeout across multiple contract vehicles.
KEY RESPONSIBILITIES & DELIVERABLES:
- Pre-Award & Procurement Package Preparation: Conduct market research, assist with Statement of Work (SOW), Statement of Objectives (SOO), and Performance Work Statement (PWS) development, and prepare solicitation packages (RFPs/RFQs).
- Contract Mechanics & Administration: Utilize FAR guidelines to execute actions across IDIQs, BPAs, purchase orders, call orders, and task orders.
- Financial & Modification Analysis: Assist with cost/price analysis, track contract status, prepare modifications, validate data, and process default or termination actions when necessary.
- Systems & Workflow Tracking: Leverage federal e-Gov procurement tools and systems to construct and award contracts while maintaining real-time tracking logs.
- Contract Closeout Support: Assist in processing completed files for closeout under FAR 4.804.
Requirements
QUALIFICATIONS & COMPETENCIES:
- Education & Experience: Bachelor’s degree with 24+ semester hours in business/finance/contracts fields AND 5 years of direct federal contracting experience (or equivalent combination of education and experience).
- Regulatory Knowledge: Solid understanding of the Federal Acquisition Regulation (FAR), specifically FAR Parts 12 (Commercial), 13 (Simplified Acquisition Procedures), 37 (Service Contracting), 43 (Modifications), 4.804 (Closeout), and GSAR Subpart 538.71 (FSS).
- Contract Mechanics: Hands-on exposure to FFP, Cost-Reimbursable, Labor Hour (LH), and T&M contract types.
- Technical Skills: Strong proficiency in MS Office (Excel, Word), Google Workspace, and web-based contract management platforms.
- Problem Solving: Ability to independently analyze assignments, resolve intermediate complexity contracting issues, and present actionable feedback to leadership.
