TERMS OF REFERENCE Under the supervision of UNICEF, the consultant will provide technical support to UNICEF's engagement with DSU, with a particular focus on the child-centered foresight, anticipation and preparedness assessment components. If you would like to know more about this consultancy, please review the complete Terms of Reference here: TMC0005315 External ToR.pdf Minimum Qualification required: Education Masters degree: Enter Disciplines: •Disaster Risk Management •Emergency Management •Public Policy •Public Administration •International Development •Social Sciences •Development Studies •Resilience Studies •Child Rights / Child Protection •International Relations Other relevant fields related to preparedness, resilience and social policy. A first-level university degree (Bachelor's degree) combined with additional years of relevant professional experience may be accepted in lieu of an advanced degree. W ork experience Minimum 4 years of progressively responsible professional experience in one or more of the following areas: disaster risk reduction and preparedness; emergency management; resilience and shock-responsive systems; public policy and institutional strengthening; social protection, education, child protection or related social sectors; programme design, research, assessment and policy analysis. • Experience supporting governments, international organizations, UN agencies, development partners or research institutions. • Demonstrated experience preparing technical reports, analytical papers, evidence syntheses and policy recommendations. • Experience facilitating or supporting multi-stakeholder consultations, workshops or technical working groups. • Experience working on child-centred, community-centred or inclusive approaches to preparedness and resilience is an asset. Knowledge/Expertise/Skills • Strong analytical and research skills. • Excellent drafting, editing and report-writing skills. • Ability to synthesize complex technical information into concise and actionable recommendations. • Strong stakeholder engagement and facilitation skills. • Ability to work independently and manage multiple deliverables within tight deadlines. • Proficiency in Microsoft Office applications, particularly Word, Excel and PowerPoint. Language Requerements • Fluency in English (oral and written) is required. • Knowledge of Romanian is required. Desirables Previous work experience with UNICEF and/or other UN agencies. Experience supporting preparedness, resilience or risk-informed programming in Europe and Central Asia. Experience working with government institutions and civil protection authorities. Familiarity with child-centered disaster risk reduction, social resilience, disaster risk financing, social protection or continuity of essential services.
