Who You Are You are a collaborative, analytical mid-level environmental planning professional with practical experience applying the National Environmental Policy Act (NEPA) to federal actions. You combine sound regulatory knowledge, analytical skills, effective coordination, and clear technical writing to support accurate and defensible environmental reviews. You are comfortable working with federal customers, technical specialists, cooperating agencies, regulators, and stakeholders to advance environmental planning, impact analysis, public involvement, and informed decision making. What You'll Do Support preparation of NEPA documentation and reviews for proposed federal actions, including Environmental Assessments (EAs), Environmental Impact Statements (EISs), Categorical Exclusion (CATEX) documentation, supplemental analyses, and agency-specific environmental planning documents. Assist federal customers and project managers in developing NEPA strategies, schedules, scopes, document outlines, data needs, and compliance-tracking tools. Prepare and revise purpose and need statements, proposed action descriptions, alternatives analyses, affected-environment and environmental consequences sections for various resources, cumulative-effects analyses, mitigation measures, and supporting documentation. Coordinate with technical specialists to obtain, review, and integrate analyses addressing resources such as air quality, water resources, wetlands, biological resources, cultural resources, land use, hazardous materials, noise, transportation, environmental justice, socioeconomics, climate, and infrastructure. Support compliance and consultation activities associated with other applicable environmental and historic-preservation requirements under the direction of project leadership and qualified technical specialists. Draft notices, scoping materials, public meeting content, agency correspondence, responses to comments, Findings of No significant Impact (FONSIs), Records of Decision (RODs), and administrative-record materials. Organize and support technical workshops, public meetings, cooperating-agency meetings, tribal engagement activities, and stakeholder coordination. Perform document reviews to verify clarity, consistency, technical support, source traceability, and alignment with customer procedures and project requirements. Maintain comment, commitment, consultation, decision, schedule, and risk trackers and help organize complete and auditable project files and administrative records. Coordinate day-to-day activities with federal program staff, engineers, scientists, planners, public-affairs personnel, contractors, regulators, state and local agencies, tribal representatives, and community stakeholders, as appropriate. Support project management activities, including work planning, scheduling, budget tracking, action-item management, subcontractor coordination, quality control, and deliverable production. Provide technical guidance to junior staff, support team integration of resource analyses, and contribute to consistent application of company and customer procedures. Contribute to proposals, scopes of work, staffing plans, schedules, cost estimates, technical approaches, past-performance descriptions, and client presentations for federal environmental planning opportunities. Participate in site visits and field reviews at federal facilities, installations, and project locations with senior Versar team members and Customer representatives while complying with applicable safety, security, and information-handling requirements. What You'll Bring Bachelor's degree in planning, environmental science, natural or cultural resources, public policy, geography, engineering, or a related discipline. Five or more years of progressively responsible environmental planning experience, including direct experience working on NEPA projects. Equivalent combinations of education and experience may be considered when consistent with contract requirements. Experience preparing or contributing to EAs, EISs, CATEX documentation, FONSIs, RODs, and supporting technical studies. Experience supporting U.S. federal agencies, military departments, federal installations, infrastructure programs, or federally managed natural and built environments is required. Working knowledge of NEPA and experience applying federal agency NEPA regulations, procedures, guidance, and documentation practices. Familiarity with related environmental review, permitting, natural resource or cultural resource consultation, and public-involvement requirements. Ability to research, analyze, synthesize, and clearly document environmental information, assumptions, methods, limitations, impacts, and mitigation measures. Experience coordinating inputs from interdisciplinary technical teams and integrating resource analyses into cohesive environmental documents. Experience supporting agency coordination, public scoping, public meetings, stakeholder engagement, and responses to comments is preferred. Ability to manage assigned scope, schedule, budget, quality, and action items across multiple concurrent tasks with limited supervision. Strong technical writing, editing, organization, facilitation, and presentation skills, including the ability to communicate environmental information to technical and nontechnical audiences. Demonstrated ability to rigorously adhere to established internal and external schedules and meet critical deadlines, as timely delivery is essential to project coordination, regulatory compliance, and customer commitments. Proficiency with Microsoft 365 applications. Experience with document-management systems, comment-tracking tools, geographic information systems, data visualization, or project controls software is preferred. Advanced degree or relevant professional certification in environmental planning, project management, public involvement, or a related discipline is preferred. Ability to travel to federal customer sites and work in office, field, public-meeting, construction, industrial, or installation environments as required by the assignment. Ability to obtain and maintain the federal background investigation, credential, site access, or security clearance required by the customer or contract. Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
