Key Responsibilities

Are you an advocate for vulnerable populations who wants to leverage your leadership, policy, and operational experience to improve public health service for home and community-based individuals? The Utah Department of Health & Human Services is seeking a dedicated Health Program Manager II to lead the New Choices Waiver (NCW) team. This position offers a unique opportunity to directly impact the lives of Medicaid waiver participants across Utah. As the NCW Manager, you will drive program evaluation, policy development, CMS compliance, operational efficiency, and stakeholder engagement.

Lead an amazing, highly collaborative team by shifting from a typical autocratic management style to a transformational, coaching model. Candidates should be collaborative, supportive leaders who will champion a culture of psychological safety, continuous quality improvement, and team growth while ensuring the health, safety, and welfare of our program participants. We are seeking a leader who values, preserves, and builds upon the existing positive culture already in place.


General day-to-day responsibilities of this position:

  • Waiver Policy Oversight
  • Program Quality Assurance, Audits, & CMS Compliance
  • Operations Management
  • Waiver Provider Oversight
  • Managing Program and Provider Grievances
  • Participating in Fair Hearings
  • Stakeholder Engagement, Training & Inter-Agency Coordination
  • Team Leadership, Culture, & Mentorship

Supplemental Information:

  • An offer of employment will be contingent on the applicant successfully passing a DHHS background check.
  • This position is currently a hybrid of two (2) days in-office and three (3) remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time, and for any reason.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.

Qualifications

Minimum suggested qualifications:

  • Bachelor’s degree in Public Health, Health Care Administration, Public Administration, Social Work, Nursing, or a closely related field.
  • Minimum of 3+ years of progressive experience in public health program administration, Medicaid waivers, or long-term care systems.
  • Proven leadership experience managing teams, projects, or complex operations.

Preferred or trainable/on-the-job qualifications:

  • Deep knowledge of Home and Community-Based Services (HCBS) waivers, Medicaid policy, and CMS compliance frameworks.
  • Experience with quality improvement (CQI) methodologies, provider network management, and state legislative/rulemaking processes.
  • Strong familiarity with computer systems. For example, PRISM, Pega databases, and project tracking tools like Asana.
  • Strategic Communication: Ability to communicate complex policy clearly to diverse audiences (leadership, providers, participants, stakeholder).
  • Critical Thinking and Decisive Problem-Solving.
  • Empathetic Coaching: Dedication to mentoring staff, fostering psychological safety, and encouraging professional growth.
