Show job description

BH Zion, LLC is seeking an experienced Senior Organizational Change Manager (OCM) to support the Maryland Department of Health's Immunization Registry and Information System (IRIS) modernization initiative. This project will replace Maryland's existing ImmuNet system with a configurable, cloud-based solution designed to improve immunization record management, data quality, interoperability, and public health reporting. The ideal candidate understands that successful technology implementation involves more than deploying a new system. It requires preparing people, improving processes, managing resistance, and helping organizations adopt lasting change. In this role, you will work closely with executive leadership, project teams, business stakeholders, and external partners to develop and execute organizational change strategies that support a successful transition.

Client: Maryland Department of Health (MDH)

Location: Baltimore, MD (Hybrid position requiring 40% onsite in Baltimore City, including at least one week per month). Additional onsite attendance may be required during system rollouts.

Employment Type: W-2 or 1099

Hourly Rate:

  • W-2: $60–$75/hour, plus 2 weeks PTO, 13 paid holidays, and benefits
  • 1099: $75–$90/hour

Anticipated Start Date: December 1, 2026

Contract Duration: 12 months, with one optional 12-month renewal

What You'll Do

  • Lead organizational change management activities for a large-scale healthcare IT modernization initiative.
  • Develop and execute change management strategies, communication plans, stakeholder engagement plans, and adoption roadmaps.
  • Conduct organizational readiness and change impact assessments; identify and address resistance and adoption risks.
  • Partner with executives, project teams, and stakeholders to facilitate meetings, workshops, communications, and change initiatives.
  • Coach executive sponsors and change champions to support organizational readiness and adoption.
  • Coordinate change management activities with project delivery, training, and implementation teams.
  • Develop project documentation, status reports, risk mitigation plans, and change management artifacts.
  • Establish adoption metrics, dashboards, and reporting to measure effectiveness and support post-implementation improvements.

  • 10+ years of project management experience.
  • 8+ years managing complex IT development projects.
  • 5+ years applying PMI's PMBOK methodologies and artifacts.
