Seasoned organizational development consultant who independently delivers high-quality solutions that strengthen leadership effectiveness, team performance, and organizational outcomes. Applies a full understanding of organizational development and leadership practices to resolve a range of client challenges, uses sound judgment in selecting methods and approaches, and collaborates effectively with clients and senior colleagues. Supports federal clients through evidence-based consulting, facilitation, assessment, strategic planning, leadership development, and change-related services. This role is able to work fully remote based within the US. It will work on a on-call schedule with flexible work hours. Key Responsibilities Partner with project leaders and clients to assess organizational needs and translate findings into practical, tailored solutions. Plan and deliver organizational development engagements, including team effectiveness, leadership development, strategic planning, change management, and employee engagement activities. Facilitate workshops, working sessions, focus groups, retreats, and team discussions for leaders and staff. Conduct stakeholder interviews, focus groups, surveys, and document reviews; analyze quantitative and qualitative information and synthesize findings into clear themes. Develop client-ready deliverables such as assessment summaries, reports, briefings, presentations, facilitator guides, participant materials, action plans, and implementation tools. Apply established organizational development, team effectiveness, leadership, and change frameworks while adapting the approach to the client context. Independently manage assigned tasks or workstreams, including scope, schedule, quality, risks, and coordination with team members. Exercise sound judgment in selecting methods and techniques, escalating issues when needed, and recommending practical solutions. Build effective working relationships with client counterparts, internal project teams, and subject matter experts; gain cooperation and support for recommendations. Present technical and functional information clearly to client and internal audiences and respond constructively to feedback. Support the development and delivery of leadership coaching activities, assessments, and follow-through resources under the direction of appropriately qualified coaching leads, as applicable. Contribute to proposals, capability statements, work plans, and other business development materials. Identify potential follow-on needs and share observations with project and account leadership. Mentor or provide task-level guidance to junior colleagues while remaining primarily accountable for individual contributor responsibilities. Maintain confidentiality, professional standards, and compliance with client, contractual, and ICF requirements. Basic Qualifications Bachelor’s degree. 5+ years of relevant experience in organizational development, leadership development, human capital, change management, or management consulting. Additional Qualifications Experience supporting organizational assessments, team effectiveness, leadership development, strategic planning, or change initiatives. Demonstrated experience facilitating workshops, focus groups, or working sessions with professional audiences. Strong consulting, analytical, and problem-solving skills, including synthesis of qualitative and quantitative information. • Ability to independently manage assigned work with limited day-to-day direction and deliver high-quality products on schedule. Excellent written and verbal communication skills, including development of clear, client-ready presentations and reports. • Ability to work effectively across multiple priorities in a fast-paced, collaborative environment. Experience working with federal government clients or in a federal consulting environment. Preferred Skills/Experience Master’s degree in Organizational Development, Industrial/Organizational Psychology, Human Resources, Business, Public Administration, or a related field. Professional certification or formal training in coaching, facilitation, change management, project management, or leadership and team assessment tools. Experience designing and delivering multi-component leadership or organizational effectiveness programs. Experience supporting sensitive or high-stakes conversations and maintaining psychological safety and confidentiality. Knowledge of federal human capital priorities, organizational structures, and operating environments. Experience with survey design, data analysis, qualitative coding, and presentation of findings to leadership audiences. Experience translating strategy into actionable priorities, measures, work plans, and governance or accountability structures. Familiarity with evidence-based team effectiveness, decision-making, conflict navigation, and change frameworks. Ability to recognize project risks, anticipate client needs, and recommend practical next steps. Professional Skills Strong analytical, problem-solving, and decision-making capabilities. High attention to detail and commitment to quality. Superior interpersonal skills, including courtesy, professionalism, and a cooperative attitude. Ability to support the development of junior team members through knowledge sharing and task-level guidance. Sound judgment, discretion, tact, diplomacy, and protection of proprietary and confidential information. Ability and willingness to learn new software tools, transfer knowledge, and develop and deliver presentations. Commitment to inclusive collaboration and respectful engagement across perspectives and backgrounds. Operates as a seasoned, fully qualified professional with a full understanding of the area of specialization. Works on problems of diverse scope and evaluates clearly identified factors to develop solutions. Works under fairly limited direction, with little instruction on day-to-day work and general guidance on new assignments. Regularly interacts with peers, clients, and vendors and uses influence, collaboration, and presentations to gain cooperation. The pay range for this position based on full-time employment is : $81,499.00 - $138,549.00 Nationwide Remote Office (US99)
