Procurement Compliance Administrator
ConstellisPOSITION SUMMARY
Responsible for Contracts and Procurement compliance and assistance in management of related documentation, files, policies, procedures, and processes. Responsible for end-to-end contract and procurement administration of assigned programs/customer/ business units including the preparation, review, and monitoring of proposal and contract/procurement documents for low to moderate complexity projects.

General:
- Assist with defining and documenting Contracts and Procurement workflows, procedures, and desktop instructions.
- Assist in the management of the Contracts and Procurement documentation repository, including but not limited to, documents, files, correspondence, meeting minutes and other appropriate and applicable documents in accordance with requirements of a DCMA approved purchasing system.
- Assist in responding to internal and external audits, to include the DCMA Contractor Purchasing System Review.
- Assist in conducting internal compliance reviews.
- Manage Corporate purchasing needs; maintain responsibility for issued Company Purchase Card.
- Develop and maintain key Contracts and Procurement data through Costpoint, spreadsheets, and/or other data systems/processes.
- Work with program and field personnel to resolve Contracts and Procurement compliance issues.
- Assist in oversight of Contracts and Procurement compliance, to ensure documents, files, correspondence, meeting minutes and other appropriate and applicable documents are maintained in accordance with requirements of a DCMA approved purchasing system, the FAR, and other regulatory requirements.
- Assist in the management of Company Small Business Plans, to include creations, management of associated documentation, and reporting requirements.
- Negotiate and generate purchase orders for materials and/or services. Ensure all vendor qualification requirements are met prior to award, including insurance, security clearance, and nondisclosure agreements.
- Work with appropriate personnel to schedule deliveries, confirm vendor performance and verify completion of prescribed segments of work prior to payment.
Contract Administration:
- Assist in providing full life cycle strategic contract administration support to internal and external clients to identify and assist in meeting contractual requirements and achieving contract compliance.
- Facilitate contract execution by working with Government Contracting Officers (COs), Administrative Contracting Officers (ACOs) as well as Contracting Officer Representatives (CORs) and individual Program Managers as necessary.
- Work with PMs/DPMs and other internal and/or external customers to ensure contractual issues and other assigned tasks are handled in a timely manner.
- Complete Project Setup Forms, per company policy, for new contract awards and modifications to existing contracts.
- Review assigned contract documents for accuracy and completion, and support through full signature process.
- Ensure timely and complete filing of all contractual documents, within established company framework.
- Coordinate with finance and accounting departments to ensure customer billing is in accordance with contract requirements and/or applicable laws and regulations and assist in ensuring prompt and accurate payment from customers.
- Assist with the resolution of contractual issues, including interpreting contract language and negotiating contract changes.
- Assist in business capture activities, to include providing responses to data calls for contract information.
- Interpret financial analysis and data of contract performance.
- Participate in Project Management Reviews as well as prepare and maintain internal contracts reports and trackers.
- Assist in business capture activities and assists in the formulation and development of technical proposal content
- Participate in project reviews, with responsibility for preparation of meeting minutes and maintain internal contracts reports.
- Assist with prepare and process contract closeout documentation in coordination with appropriate corporate Departments
QUALIFICATIONS
- One year of technical and/or professional experience in contract administration, procurement, contracts, program management, accounting, or comparable experience.
- Bachelor's Degree from accredited college or university or equivalent experience.
- Ability to work with basic business finance applications; experience with the Deltek Costpoint enterprise system preferred
- Experience with CPSR audits preferred.
- Detail oriented with strong price/cost analysis skills.
- Effective oral and written communication skills with all levels of the organization. Superior organizational and time management skills, with the ability to manage time and multiple priorities to completion.
- Ability to research, interpret and analyze precedent decisions, laws and regulations including, but not limited to, the FAR, various Agency FAR supplements and various GSA schedules.
- Problem solving skills with an analytical thought process.
