Procurement & Contracts Specialist

Full-time, ongoing | Crib Point, VIC (hybrid) | $136,388 – $156,509 + superannuation


Located in Western Port on the Mornington Peninsula (70km south-east of Melbourne), the Port of Hastings is a Victorian state-owned commercial port. The Port of Hastings Corporation (PoHC), a Victorian Government owned entity within the Department of Transport and Planning (DTP) portfolio, manages landside port operations and infrastructure.


For 60 years, the Port has provided a critical gateway for Victoria’s supply chain and energy sectors, handling approximately 25% of Victoria’s fuel imports. PoHC is committed to operating a safe, sustainable and vibrant deep-water port, while supporting the State’s broader transport, infrastructure and economic objectives.


With the development of the Victorian Renewable Energy Terminal (VRET), PoHC is also playing an important role in Victoria’s clean energy transition and supporting the future of offshore wind. VRET represents a significant opportunity to support the delivery of major renewable energy infrastructure and establish the Port of Hastings as a key component of Victoria’s future offshore wind industry.


About the opportunity

Reporting to the Head of Procurement within Corporate Services, the Procurement & Contracts Specialist provides specialist procurement and contract management expertise across PoHC and VRET programs, supporting the compliant, timely and cost-effective sourcing of goods, services and delivery partners. You'll lead allocated procurement activities and manage a portfolio of contracts, working closely with Major Projects, Operations, Engineering, Environment & Assets and Commercial Growth, and providing specialist advice on procurement strategy, sourcing, tendering, contract management, supplier performance and commercial matters.


In this role, you will:

  • Develop and implement procurement strategies that support the successful delivery of PoHC and VRET program objectives
  • Lead end-to-end procurement activities, including market engagement, tendering, evaluation, negotiation, contract award and supplier onboarding
  • Ensure appropriate probity, transparency and audit readiness across all procurement activities
  • Manage a portfolio of contracts, monitoring supplier and contractor performance against service levels, KPIs and contractual requirements
  • Monitor procurement expenditure, contract commitments and financial performance against approved budgets
  • Resolve contract issues, disputes, variations and claims in a timely and commercially sound manner
  • Act as a trusted advisor, providing strategic advice and influencing stakeholders at all levels


Skills and Experience Required


Essential:

  • Experience within Victorian or Commonwealth Government environments
  • Hands-on procurement experience within the Victorian Government, including working knowledge of Victorian Government Purchasing Board (VGPB) guidelines for goods and services and Department of Treasury and Finance (DTF) requirements for public construction works and services
  • Extensive experience across the procurement lifecycle, including sourcing, tendering, contract administration and procure-to-pay processes
  • Proven stakeholder engagement skills, with the ability to provide expert guidance and strategic advice
  • Clear, credible communication and a collaborative, solutions-focused approach
  • The ability to manage competing priorities independently, with strong attention to detail and recordkeeping
  • Proficiency in Microsoft Excel, including data analysis and financial modelling


Desirable:

  • Relevant tertiary qualifications in procurement, business, finance or a related field
  • Membership of the Chartered Institute of Procurement & Supply (CIPS)
