Within this complex structure the NHS needs to find compliant routes to market for its procurement of goods and services. This is generally achieved through Framework or agency style tenders that are released by the national procurement bodies or regional hubs. This role takes the lead for managing a team of individuals who are responsible for submitting the business offering against any tender that is received across the Surgery and EP business units alongside managing the end to end process of contracting to these frameworks through Access Agreements. This will include modelling of the various call off options, supporting (where required) field based teams with customers, to closing the contractual process with NHS Trust and NHS SC/NHS Scotland etc. Key Responsibilities: The Tender and Contracting Lead will be responsible for: Organisation Development of Tendering Strategy and implementation, in conjunction with the Commex Lead. Recruitment, management, coaching and talent development of all direct reports (2). Resource and redesign Tender team to support the tendering and contracting needs of the Surgery and EP Business Units. Tendering Ensure the tender identification process is relevant and is capturing all necessary tenders that the business units want to offer against. Create, and adopt an SOP for the full term of the tender process, which should be developed in conjunction with the Commercial resources of each business – (develop a pro-active approach to contract management). Adopt SOP for the internal Tender Process from receipt of advert to post tender follow up meeting. Ensure that the best practices across the businesses are implemented, adopting standardized models for the most repeatable elements of tenders. Supporting the sign up to group/account procurement frameworks and negotiating commercial contractual sign up with the NHS Trusts and ICS groups. Supporting with the construction of growth-based pricing proposals through analysing customer and Health economic data and utilising the internal pricing matrices to execute our internal commercial strategy. Supporting the data analysis which underpins these deals, illustrating and communicating the deal in a clear and concise manner to the customer Optimise the end to end process of the customer sign up process from existing framework expiry, model population and option creation, Access agreement (AA) creation, AA signing and go live. Take ownership of the Framework models that have been developed to ensure updated as commercial terms under framework are updated. Keeping up to date with market trends and focusing on changes in funding and service delivery, which may affect the implementation of the commercial strategy. Owning the end-to-end process once customer has given green light to commercial offering in our and NHS SC process (Surgery only). Own the commercial tools for all critical frameworks and the bespoke modelling tools. Where appropriate support Regional Sales Managers in commercial engagement with NHS Trusts, ICS and private customers. Become the commercial guru for all framework sign ups. Ensure that UK submissions are accurate under Sustainability, Social Value, Modern Slavery linking in with relevant internal business partners to ensure accuracy and relevance of submissions. Act as key link to Legal team on tender specific issues that apply across Surgery and EP business units.. Continue to embrace process improvement approaches and adopt new and innovative solutions as appropriate. Manage and Enhance the customer rebate process. They are experts in understanding the different routes to market across all franchises and for supporting commercial pricing strategies to win across all our Medical Device accounts. Working side-by-side with all franchise sales teams and the KAM team, the role drives the commercial analytics for all call off arrangements. Skills and competencies required: Strong commercial acumen evidenced by experience of working with or for the NHS/Private Sector Extensive experience and background in working with data to build commercial proposals within the medical device or Pharma industry or NHS / Private healthcare sector.
