About the role

VMIA is the Victorian Government’s insurer and risk adviser, covering the people, places and projects that help Victorians thrive. Our purpose is to build a confident, resilient Victoria through world-leading harm prevention and recovery. As our Product Manager - Property & Casualty, you’ll lead a team of product specialists to develop and manage insurance products that meet the evolving needs of our clients and sectors.

Reporting to the Head of Product Centre within the Risk, Insurance and Claims Solutions division, you’ll oversee the end-to-end product lifecycle, pricing models, underwriting standards and portfolio performance. You’ll combine technical insurance expertise with people leadership to ensure our products remain contemporary, scalable and financially sustainable.

Key responsibilities

  • Lead the end-to-end insurance product lifecycle, from development and implementation through to review and retirement.

  • Ensure products respond to client and sector needs, changing risk profiles, policy direction and emerging risks.

  • Prioritise product improvements using data, market insights and feedback from clients and internal teams.

  • Support the development and oversee the maintenance of pricing models, underwriting tools and product documentation.

  • Monitor portfolio performance and use analysis to improve pricing, risk assessment and product outcomes.

  • Lead complex underwriting and pricing decisions for individual risks, and provide specialist advice on complex insurable risks.

  • Contribute to VMIA’s reinsurance strategy, program design, submissions and marketing activities, while maintaining relationships with key reinsurance partners.

  • Collaborate across the business to align products with operational systems, processes and capability requirements.

  • Maintain strong governance, compliance and risk management practices, including identifying and addressing risks, issues and incidents.

  • Lead, coach and develop product specialists, setting clear expectations and supporting performance, professional growth and wellbeing.

Who you work with

You’ll work closely with the Head of Product Centre and colleagues across VMIA’s Government, Health, and Infrastructure & Energy Sector Practices, Claims Practice, Service & Delivery, Actuarial, and Insight & Analytics teams. You’ll also collaborate with RICS leaders and cross-functional project teams to deliver effective product solutions. Externally, you’ll build trusted relationships with VMIA clients, reinsurance brokers and providers, professional associations and insurance market forums.

What we are looking for

  • Strong experience in insurance, product, broking or underwriting roles, with a demonstrated record of leadership and delivery.

  • Strong technical knowledge of Property and Casualty insurance, including commercial insurance coverage, policy terms, conditions and exclusions.

  • A sound understanding of reinsurance markets and program structures, with the ability to support value-for-money outcomes.

  • Experience working with or advising public sector clients, particularly within the Victorian Government context.

  • Demonstrated experience leading, coaching and developing high-performing teams.

  • Strong client and stakeholder relationship skills, with the ability to understand needs, provide clear advice and build trust.

  • Commercial acumen and strong data and business analysis skills to inform pricing, product and portfolio decisions.

  • Exposure to digital insurance tools or product innovation initiatives.

  • Established relationships across the insurance industry and a commitment to sharing knowledge and strengthening capability.

  • A collaborative leadership approach that promotes accountability, inclusion and continuous improvement.
