Product Owner (59876) Fully Remote • Remote - Remote Employees, VA 12345 Apply Overview Position Type Full Time Job Shift Any Apply Description Capitol Bridge, LLC supports government programs through scalable operations, program management, workforce solutions, and technology-enabled services. We are seeking a highly organized and experienced Product Owner to support our Independent Dispute Resolution Entity (IDRE) program. This role will report to the IDRE Program Director or Interim Program Authority and will serve as the primary business owner for the systems and partner relationship supporting IDRE operations. Job Summary: The Product Owner – IDRE Systems and Partner Management will manage the day-to-day relationship between Capitol Bridge and its IDRE system partner. This position will translate operational needs into clear system requirements, organize and prioritize the product backlog, lead Agile delivery ceremonies, coordinate business acceptance testing, support releases, and track partner commitments. The Product Owner will work across Arbitration, Eligibility, Quality, Training, Compliance, Finance, Reporting, and program leadership to ensure system changes are properly defined, tested, communicated, documented, and adopted. This role is well suited to a product and operations leader who can make complex technical work understandable and actionable for business stakeholders. encourage career growth and fulfillment Key Responsibilities: Serve as Capitol Bridge’s primary business owner and point of contact for the IDRE system and system-partner relationship Maintain one authoritative backlog for system defects, data issues, configuration requests, production incidents, and enhancements Gather business needs and translate them into clear requirements, user stories, process flows, acceptance criteria, priorities, and expected outcomes Facilitate backlog refinement, sprint planning, sprint reviews, demonstrations, and retrospectives with internal stakeholders and the system partner Confirm sprint commitments, owners, dependencies, target dates, delivery risks, and carried-over work Plan and coordinate user acceptance testing in partnership with business and technical teams, including test scenarios, test data, tester assignments, results, defects, retesting, and business approval Ensure required Quality, Training, and Compliance reviews are completed when changes affect controls, procedures, job responsibilities, documentation, or regulatory requirements Coordinate production releases, release notes, implementation schedules, access validation, known limitations, post-release checks, and rollback plans Reconcile Capitol Bridge’s request tracker with the system partner’s tracker on a biweekly basis and resolve missing requests or status differences Develop and maintain monthly partner scorecards covering completed and outstanding work, SLA performance, backlog aging, reopened requests, sprint delivery, and upcoming commitments Track system availability, issue acknowledgment, resolution time, data accuracy, recurring defects, and enhancement delivery against established SLAs and KPIs Partner with Operations, Reporting, and Finance to improve reconciliation between CTS, CMS, internal reporting, payment records, and invoicing data Maintain a decision log and supporting evidence for requirements, priority changes, UAT approvals, releases, partner commitments, and request closure Escalate capacity constraints, delivery risks, unresolved defects, data-integrity issues, and competing priorities to IDRE leadership Ensure a request is not considered resolved until the change is deployed, supporting evidence is provided, and Capitol Bridge validates the outcome Required Skills and Experience: Associate degree or higher in business administration, information systems, operations, project management, or a related field, or an equivalent combination of education and relevant experience Five or more years of experience in product ownership, business systems management, business analysis, technology implementation, or vendor management Demonstrated experience translating product vision and business requirements into prioritized backlogs, actionable work, delivery plans, and clear technical documentation Experience leading or facilitating Agile ceremonies such as daily scrum, backlog refinement, sprint planning, sprint reviews, or retrospectives Experience coordinating testing, operational validation, or user acceptance activities and communicating results to technical and business stakeholders Experience coordinating system defects, enhancements, releases, and change-management activities Strong ability to translate business and operational needs into clear technical and functional requirements Experience coordinating cross-functional technical and operational teams with competing priorities Experience identifying risks, managing scope and dependencies, and escalating issues with clear supporting documentation Experience supporting process improvement, quality control, training, coaching, or operational change Strong written communication, documentation, organization, facilitation, and follow-through skills Strong analytical and problem-solving skills, including the ability to identify data discrepancies and operational risks Hands-on experience with Jira, Confluence, Service Desk, Azure DevOps, Smartsheet, SharePoint, or similar request and backlog-management platforms Ability to manage multiple workstreams, deadlines, dependencies, and production priorities simultaneously Preferred Skills and Experience: Product Owner, Scrum, Agile, business analysis, or project management certification Experience designing formal user acceptance test plans, acceptance criteria, and release-readiness controls Experience supporting case-management, workflow, payment, invoicing, or reporting systems Experience in healthcare, federal contracting, regulated operations, claims, arbitration, or independent dispute resolution Familiarity with CMS systems, requirements, or reporting Experience developing vendor scorecards, service-level agreements, key performance
