Key Responsibilities

Job Description:

The Office of Substance Use and Mental Health (SUMH) is seeking a Program Administrator II to oversee mental health programming. This role will focus on mental health service access and quality improvement within SUMH and across the statewide public mental health system. Initiatives will include strengthening of evidence-based practices, quality improvement, system monitoring, ensuring access to mental health services across the service continuum, and coordination with public and private partners to advance mental health service and quality improvement across the lifespan.

Our ideal candidate will have:

• Strong knowledge of the public mental health system
• Understanding of services and behavioral health impacts for individuals with serious mental illness (SMI) and serious emotional disturbance (SED)
• Understanding of behavioral health services afforded to Medicaid members
• Understanding of Peer Support programming
• Behavioral health clinical licensure, equivalent degree or professional experience
• Proven experience working collaboratively across multiple stakeholders
• Strong written and oral communication

Examples of Duties:

• Manages multiple statewide or agency wide program(s).
• Determines and oversees program goals through Results Based Accountability measures and objectives
• Coordinate with internal and external partners to streamline and improve service delivery.
• Represents SUMH on mental health committees and councils
• Monitors, oversees, and evaluates operations, programs, processes, and/or practices for quality and effectiveness; makes recommendations for quality improvement.
• General contract and budget management skills
• Provides technical assistance related to best practices for mental health service delivery across mental health systems.
• Supervises team with multiple responsibilities and roles related to mental health
• Completes required supervisor responsibilities in accordance with DHHS

Supplemental Information:

• An offer of employment will be contingent on the applicant successfully passing a DHHS background check.
• This position may currently be a hybrid of both two (2) in-office and three (3) remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time, and for any reason.
  
• Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to Utah within 30 days of their start date.
• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.

Qualifications

Typical Qualifications:

• 5 years experience working in the field of behavioral health or public health
• Is well versed in mental health service delivery across family and adult services in the public behavioral health system
• Experience within a community mental health system or system which provides services to underserved individuals
• Has 3+ years in program monitoring and evaluation
• Has 3+ years of experience in audit program development and implementation
• Has 3+ years experience in a supervisory role, including multi layer supervision
• Has experience in program development and implementation including developing and/or implementing new policies/procedures/standards and/or rules/regulations
• Has the ability to manage multiple tasks and projects simultaneously
• Has experience in facilitating cross-agency collaboration
• Demonstrates strong professional writing and communication skills
• Has ability to communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing
• Is able to write, analyze and complete contracts with partnering agencies.
• Is adept at interacting professionally with all levels of management, and dealing with people in a manner which shows sensitivity, tact, and professionalism.
• Is self motivated with the ability to set goals and complete tasks within a hybrid environment
• Has ability to travel in accordance with job requirements
