Apply Description @Orchard LLC is seeking an experienced Program Analyst III to support the NOAA Office of Oceanic and Atmospheric Research’s (OAR) Headquarters Program. The Program Analyst III – Science Advisory and Working Group Coordinator provides comprehensive operational, analytical, administrative, meeting, and documentation support for NOAA's Science Advisory Board, its standing Working Groups, and special subcommittees. The role coordinates recurring and ad hoc activities, develops program plans and meeting packages, tracks recommendations and action items, conducts research, and produces polished deliverables with minimal supervision This position is contingent upon contract award. Responsibilities Develop and maintain Program Plans for active science advisory board and special subcommittees, including milestone schedules, assigned responsibilities, tracking parameters, and reporting timelines. Coordinate science advisory board, working group, and subcommittee meetings from planning through closeout, including invitations, participant tracking, agendas, meeting materials, logistics coordination, and follow-up. Conduct research and manage citations to support science advisory board activities, briefing materials, reports, and meeting products. Support public comment processes and coordinate associated materials, tracking, and documentation. Provide note-taking and facilitation support for scheduled meetings; capture decisions, action items, and follow-up requirements. Draft official meeting minutes and after-action reports summarizing outcomes, action items, and implementation status. Track science advisory board recommendations and related actions through completion and prepare status information for stakeholders. Draft, edit, and finalize reports, minutes, meeting materials, and other deliverables with a high degree of independence and attention to quality. Coordinate with Government stakeholders and subject-matter experts while maintaining clear, professional written and oral communication. Requirements Bachelor's degree in business administration, environmental science, marine science, or related field. Master’s degree is preferred. Experience providing program, project, operational, analytical, or administrative support in a professional environment. Experience supporting advisory boards, scientific/technical committees, working groups, or Federal programs. Demonstrated experience coordinating meetings, stakeholders, schedules, action items, and deliverables. Strong written and oral communication skills, including the ability to produce polished meeting documentation and reports. Ability to conduct research, organize information, manage references/citations, and synthesize findings. Ability to manage multiple priorities and deadlines with minimal supervision. Experience with public-sector, research, science, environmental, or mission-support organizations. Experience facilitating meetings and translating discussions into clear decisions, actions, and follow-up. Experience with collaborative platforms such as Microsoft Teams, SharePoint, or Google Workspace. Must be available for occasional travel to the program HQ.
