About the Position: We are seeking a Program Analyst to support the National Oceanic and Atmospheric Administration (NOAA) in enterprise-wide planning, coordination, and performance management of facility asset data within the BUILDER Sustainment Management System (SMS). This position strengthens NOAA’s strategic asset management capabilities through comprehensive reporting, data validation, dashboard development, and program oversight. The Program Analyst will work closely with BUILDER Management Specialists, Facility Managers, and NOAA leadership to ensure BUILDER data is accurate, reliable, and aligned to broader capital planning and asset management strategies. Job Type: Full-time – 40 hours per week Project Duration: One-year base period with potential option year Role is Contingent on Award. Key Responsibilities The Program Analyst will support NOAA’s Asset Management Program (AMP) by performing the following: Program Planning, Coordination & Reporting • Develop comprehensive BUILDER program reports, briefings, and dashboards for NOAA leadership, highlighting performance, trends, gaps, and strategic opportunities. • Plan and coordinate BUILDER program activities, including assessment cycles, data updates, work plan releases, and facility manager coordination. • Consolidate multi-region program data into actionable recommendations and enterprise-level investment summaries. Quantitative & Qualitative Analysis • Conduct analysis of Facility Condition Index (FCI) trends, degradation patterns, lifecycle models, risk scores, and cost projections. • Evaluate data quality, inspection processes, and overall program execution. • Compile post-project lifecycle performance tracking and validate cost inputs and degradation parameters. Policy Implementation & Governance • Support implementation of NOAA BUILDER-related policies and data-governance standards. • Contribute to SOPs and documentation for BUILDER data maintenance, QA/QC, and work plan development. • Maintain continuous improvement mechanisms by translating field-team observations into policy updates. Resource Coordination & Budget Support • Recommend resource allocations needed to execute BUILDER work plans and assessments. • Assist in development of maintenance and capital program budgets. • Analyze the impacts of cost book modifications on funding requirements. Data Quality Oversight • Monitor BUILDER data accuracy, completeness, compliance, and integration from inspections and project updates. • Identify anomalies, trends, and data gaps, and recommend corrective strategies. • Oversee production of QA/QC logs, annual assessment reports, and program-wide data quality findings. Facility Manager & Field Team Coordination • Serve as the communication hub between NOAA leadership, facility managers, BUILDER specialists, and regional site teams. • Ensure timely incorporation of project documentation—O&M updates, completion reports, as-builts—into BUILDER. • Track project execution and ensure BUILDER reflects accurate and current statuses. Requirements Education & Experience • Bachelor’s degree in engineering, architecture or data analytics with 4 years’ experience. • Experience in program analysis, planning, performance reporting, or related fields. • Knowledge of BUILDER SMS and facility condition assessment methodologies. • Ability to evaluate engineering documentation, asset inventories, and technical data sets. Required Qualifications • NACI clearance (or ability to obtain) • Strong analytical, communication, and coordination skills • Proficiency with Microsoft Office and Power BI/Tableau or equivalent data reporting tools. • Skilled at preparing reports, presentations, and technical summaries Preferred Qualifications • Experience with NOAA asset management programs • Understanding of parent-child hierarchy tracking within facility asset data systems • Ability to interpret FCI vs. BCI and communicate findings to non-technical stakeholders Salary Competitive salary commensurate with experience and qualifications. $80,000 to $100,000 Comprehensive Benefits Offered • Paid federal holidays • 401(k) eligibility on day one • PTO • Health, Dental, and Vision insurance Why Join GoldenWolf?
