The agency may terminate or modify the telecommuting arrangement at any time. Description Telework will not be permitted outside the state of Kentucky. The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Labor Cabinet. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities. The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors. The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state. Responsibilities include but are not limited to the following: Coordinates all inter- or intra-unit administrative functions of the National School Lunch Program (NSLP) and the School Breakfast Program (SPB) on a statewide basis. Interpret laws, regulations and policies for the National School Lunch Program (NSLP) and School Breakfast Program (SPB) sponsors statewide. Assist with development of state specific program policies and procedures. Perform in depth analysis of program support needs and recommend policy and procedural modifications. Assist in communicating procedures to sponsors on a statewide basis. Request and collect program data, edit and analyze data, and write comprehensive program status reports for executive and managerial superiors. Utilize the Child Nutrition Information and Payment System (CNIPS) to collect, analyze, and maintain data. Review records and report submitted by program recipients or agency staff for compliance with legal, regulatory or policy standards. Coordinate the onboarding process for new directors and potential new sponsors of the NSLP. Provide initial information and assistance to district officials hiring new program directors or those who are interested in participating in the program. Ensure all paperwork is submitted to grant access to the various communication and data systems that are required for program operations. Communicate procedural or program changes to program staff, contractors, recipients, and other interested parties. Maintain internal SharePoint communication site. Maintain NSLP files. Attend professional meetings, civic meetings, or other meetings to gather or distribute program or technical information. Perform other duties as assigned. This means the position is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the positions. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification but is not required to take an examination or be graded through the testing and evaluation process. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration. Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience. Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.
