The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

The Program Director is responsible for the overall strategy, successful delivery, operational performance, and customer relationship management of a complex federal digital services program. Working closely with delivery, technical, and executive leadership, you will provide strategic direction and oversight while ensuring the program consistently meets contractual, technical, financial, and customer expectations.

You will serve as a trusted partner to senior government stakeholders and provide leadership across multidisciplinary teams responsible for delivering and supporting digital services and technology platforms. Leveraging strong program management practices and Agile delivery methodologies, you will oversee program scope, schedule, budget, staffing, risk, and quality while fostering an environment of accountability, collaboration, and continuous improvement.

Primary expectations of a Program Director include:

  • Provide strategic leadership and oversight of a complex federal technology program, ensuring successful delivery and operational performance across multiple projects and workstreams.
  • Serve as a primary point of contact and trusted partner to senior government program leadership, sponsors, contracting stakeholders, and technical representatives.
  • Build and maintain strong customer relationships through proactive communication, transparency, responsiveness, and consistent delivery.
  • Provide leadership and direction to multidisciplinary teams across software engineering, product, design, project management, and other technical and delivery functions.
  • Oversee program scope, schedule, budget, staffing, risks, dependencies, contractual requirements, and overall performance.
  • Establish and continuously improve delivery processes that support predictable execution, operational efficiency, and high-quality outcomes.
  • Lead program reviews, strategic planning sessions, status meetings, and recurring customer and internal leadership engagements.
  • Proactively identify, assess, and resolve program risks, delivery challenges, resource constraints, and operational issues.
  • Ensure timely and transparent communication of changes to program scope, schedule, staffing, budget, or delivery expectations.
  • Maintain accurate program reporting and provide leadership with visibility into milestones, deliverables, staffing, risks, dependencies, and contractual commitments.
  • Own program financial performance, including planned revenue, staffing, billable utilization, labor allocation, and gross margin, in partnership with company leadership.
  • Lead, manage, and mentor cross-functional team members while supporting performance management, professional development, resource planning, hiring, and onboarding.
  • Partner with technical and practice leadership to ensure teams have the skills, resources, and support necessary to achieve program objectives.
  • Foster a collaborative, accountable, and high-performing team environment focused on delivery excellence and continuous improvement.
  • Collaborate with Growth, Delivery, and Practice leadership to identify opportunities for organic account growth, expanded customer support, and long-term program success.
  • Serve as a program subject matter expert for recompete and proposal activities, contributing program knowledge, staffing strategies, technical context, past performance, and operational insights.
  • Provide leadership during contract transitions, staffing changes, and organizational adjustments to ensure continuity of operations and successful program delivery.

Basic Qualifications

  • Bachelor's degree and 10+ years of relevant professional experience, or an equivalent combination of education and experience.
  • 5+ years of experience leading complex technology programs, digital services, software delivery, or related technical initiatives.
  • Experience leading multidisciplinary technical and delivery teams across multiple concurrent projects or workstreams.
  • Demonstrated experience overseeing program scope, schedule, budget, staffing, risk, and contractual deliverables.
  • Experience building and managing relationships with senior government customers and stakeholders in a client-facing program leadership role.
  • Experience managing program financial performance, staffing plans, resource allocation, and delivery forecasts.
  • Strong understanding of Agile methodologies and modern software or digital service delivery practices.
  • Demonstrated ability to identify, communicate, and resolve complex program risks, delivery challenges, and operational issues.
  • Strong leadership, communication, and interpersonal skills, including experience presenting program performance, financials, risks, and strategic priorities to senior stakeholders.
  • Must currently hold, or have recently held, a Level 5 Public Trust background and be able to successfully complete all additional federal customer suitability, fitness, and financial background requirements for the position.

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility. The range of starting pay for this role is $150,000 - $200,000.
