Program Manager / Project Director - Federal LMS Program

Status: Contingent upon contract award

Duration: 12-month base + four 12-month option periods

Work Arrangement: Primarily remote; availability during required Government business hours

Position Overview

SMX is seeking an experienced Program Manager / Project Director to lead the ORR Learning Center program, an enterprise Learning Management System based on SAP SuccessFactors Learning.

The Program Manager will serve as a primary management interface between SMX and Government stakeholders and oversee LMS operations, technical integrations, training and content, cybersecurity/ATO support, Section 508 accessibility, analytics, licensing, and technical support.

Key Responsibilities

• Lead overall program delivery, staffing, schedules, milestones, risks, issues, and performance.
• Serve as a primary management contact for Government program and contracting personnel.
• Manage multiple workstreams covering LMS, technical operations, cybersecurity, training/content, analytics, and support.
• Manage contract deliverables, reporting, service levels, quality standards, and corrective actions.
• Oversee SAP SuccessFactors Learning operations and related technical integrations.
• Lead transition-in/out, operational readiness, change management, and escalation processes.
• Manage technical teams, workload allocation, subcontractors, and continuity of operations.
• Coordinate cybersecurity/ATO, Section 508 accessibility, licensing, analytics, and technical-support requirements.
• Conduct status meetings and provide executive-level reporting.
• Ensure compliance with applicable HHS/ACF policies and contract requirements.

Required Qualifications

• Significant experience managing complex enterprise IT or technology-support programs.
• Experience leading multiple concurrent technical workstreams and distributed teams.
• Strong program planning, scheduling, risk, issue, and change-management experience.
• Experience with Federal Government or similarly regulated environments.
• Experience with enterprise LMS, SaaS, cloud, application-support, or training platforms.
• Strong customer-facing, executive communication, and Government reporting skills.
• Experience managing service levels, vendors/subcontractors, transitions, and operational readiness.
• Experience coordinating cybersecurity, compliance, accessibility, analytics, and performance reporting.

Preferred Qualifications

• 12+ years of technology program experience, including 7+ years leading complex programs or multiple technology projects.
• Bachelor's degree in IT, Computer Science, Engineering, Business, or related field, or equivalent experience.
• PMP, PgMP, ITIL, SAFe, Agile, Scrum, or comparable certification.
• HHS, ACF, ORR, or other Federal civilian-agency experience.
• SAP SuccessFactors Learning or comparable enterprise LMS experience.
• Experience with FedRAMP, ATO, Federal cloud environments, and Section 508.
• Experience managing remote/distributed technical teams.
