About the Role:
Dynanet is seeking a Program Manager to serve as designated Key Personnel on an upcoming federal health agency program providing enterprise agile tooling, DevSecOps platform services, service desk operations, and software asset management.
The program delivers the shared agile and DevSecOps platform, tooling, service desk, and software licensing foundation used by a large portfolio of delivery teams that build and operate high-traffic public-facing websites and their supporting systems. The Program Manager is the single accountable leader across all program task areas and the principal interface to the client's contracting representative, product managers, and partner contractors.
Success in this role is an integration outcome rather than a task-completion outcome. It is measured by whether the client experiences the program as one coordinated effort rather than a set of independent workstreams, and by measurable results against jointly defined Objectives and Key Results.
Roles & Responsibilities:
- Serve as the accountable leader across all program task areas - program management and collaboration, agile project management, DevOps and DevSecOps platform operations, tools management, service desk, and software and license management - ensuring alignment of schedules, dependencies, data, and design decisions.
- Act as the principal point of contact to the client's contracting representative and to product and program managers, demonstrating responsiveness and professionalism in all coordination with client leadership.
- Establish and maintain a collaborative digital workspace using client-approved tools that gives stakeholders real-time visibility into progress, risks, and dependencies across every task area.
- Lead integrated initiatives that span multiple delivery organizations, coordinating discovery and planning, maintaining integrated delivery roadmaps, and driving cross-team readiness and launch activities including go/no-go governance.
- Collaborate with the client to define and maintain Objectives and Key Results that link program and feature-level goals, with quantifiable indicators of user experience, operational efficiency, and program effectiveness.
- Own the program reporting cadence - sprint, monthly, program increment, incident and outage, and ad hoc reporting - sourcing status from live dashboards and data systems wherever practicable rather than from hand-assembled artifacts.
- Maintain client visibility into cost, schedule, progress, technical performance, and risk, including self-assessment against quality assurance surveillance measures.
- Develop and maintain joint operating agreements with partner contractors that define responsibilities, escalation paths, and coordination protocols, and submit each for client approval.
- Lead the transition-in effort and the phased assumption of platform responsibility from an incumbent contractor, achieving full operational responsibility with zero disruption to production operations.
- Prepare and execute the transition-out plan, including ramp-down scheduling, artifact delivery, knowledge transfer, and close-out certifications.
- Manage program staffing, including backup coverage for short-term absences, and maintain the personnel roster, training records, and role and responsibility documentation required under the contract.
- Drive an outcomes-over-outputs culture, sustaining continuous improvement through retrospectives, bottleneck analysis, and adaptation to emerging risks, policy changes, and new opportunities.
- Escalate risks and issues early, maintaining documentation sufficient to manage, track, report, and resolve them.
Required Professional Skills:
- Demonstrated experience leading a federal IT services program of comparable scope, complexity, and multi-task structure, with direct accountability to a contracting officer's representative.
- Working fluency in the Scaled Agile Framework (SAFe), including program increment planning, cross-team dependency management, and Agile Release Train coordination.
- Proven ability to coordinate across multiple concurrent contractor teams and government stakeholders, including formal interface agreements such as joint operating agreements or equivalent.
- Experience establishing outcome-based measurement frameworks such as OKRs or KPIs, and reporting program performance from live data rather than static artifacts.
- Experience managing a contract transition - either transition-in from an incumbent or transition-out to a successor - with defined phase gates and service continuity requirements.
- Strong command of program risk, dependency, and issue management practice, with the judgment to escalate appropriately and the credibility to drive resolution.
- Experience managing performance under a firm-fixed-price structure, including scope of discipline and staffing stability.
- Fluency with Jira and Confluence as program management and knowledge platforms.
Preferred Professional Skills:
- Prior program leadership supporting a federal health agency.
- Experience operating under agency-specific agile or DevOps delivery handbooks and standards.
- Experience with public-facing, high-volume citizen-services digital properties, including seasonal surge events.
- Working knowledge of DevSecOps platform operations sufficient to engage credibly on CI/CD, artifact management, and observability topics.
- Experience with federal software asset management and license portfolio governance.
- Familiarity with federal security control baselines and the Authority to Operate process.
- Experience supporting a Lean-Agile Center of Excellence or an equivalent enterprise agile transformation function.

Education/Experience Requirements:
- Bachelor's degree in relevant discipline. Additional directly relevant experience may be considered in lieu of a degree.
- Minimum of ten (10) years of progressive IT program or project management experience, including at least five (5) years managing federal IT programs.
- Active PMP certification, or SAFe Program Consultant (SPC) or Release Train Engineer certification, strongly preferred; equivalent certification combinations will be considered.
