About the team The HR Compliance team is part of Zillow's Employee Service & Operations (ES&O) organization. ES&O focuses on delivering scalable, reliable services that support employees and managers across the company, bringing together operational expertise, systems, and shared services that enable Zillow's people processes to run smoothly. Within ES&O, the HR Compliance team serves as Zillow's center of expertise for HR compliance — establishing the standards, guardrails, and governance frameworks that keep people practices legally sound as the business grows. The team partners closely with the broader People organization, Legal, and other shared services to translate complex regulatory requirements into practical guidance, enabling operational teams to execute compliantly and consistently. About the role The Program Manager, HR Compliance is a subject matter expert responsible for helping strengthen Zillow's HR compliance program across a defined and expanding portfolio of programs. This role supports regulatory monitoring, risk assessment, and policy governance work that allows the team to monitor and respond to changes in employment laws and regulations, identify, assess, and mitigate compliance risk, and equip HR partners with the guidance they need to operate compliantly. You will establish standards, playbooks, and controls for teams to execute against. You Will: Monitor new and emerging employment regulations across U.S. federal, state, and international jurisdictions Develop and maintain a compliance register and ownership mapping, ensuring risks and obligations are documented, assigned, and tracked Develop and maintain compliance playbooks and operating standards that serve as the authoritative reference for operational teams executing programs Support international employment compliance governance across multiple jurisdictions, partnering with regional HR and People Legal on country-specific regulatory obligations Maintain audit-ready compliance controls and documentation across the program portfolio; coordinate internal and external audit activity, owning documentation standards, evidence organization, and audit response coordination in partnership with People Legal Support preparation and submission of statutory government reports, including mandated federal and state workforce filings Serve as a subject matter expert and advisory resource for stakeholder teams on compliance requirements Establish and communicate the compliance guardrails that operational teams execute against, ensuring consistent application of standards across programs Support development and implementation of actionable, accessible guidance Contribute to compliance education efforts, helping stakeholders understand the intent and practical application of requirements This role has been categorized as a Remote position. “Remote” employees do not have a permanent corporate office workplace and, instead, work from a physical location of their choice, which must be identified to the Company. U.S. employees may live in any of the 50 United States, with limited exceptions. In California, Connecticut, Maryland, Massachusetts, New Jersey, New York, Washington state, and Washington DC the standard base pay range for this role is $90,900.00 - $145,100.00 annually. This base pay range is specific to these locations and may not be applicable to other locations. In Colorado, Hawaii, Illinois, Maine, Minnesota, Nevada, Ohio, Rhode Island, Vermont, and Virginia the standard base pay range for this role is $86,300.00 - $137,900.00 annually. The base pay range is specific to these locations and may not be applicable to other locations. In addition to a competitive base salary this position is also eligible for equity awards based on factors such as experience, performance and location. Actual amounts will vary depending on experience, performance and location. Employees in this role will not be paid below the salary threshold for exempt employees in the state where they reside. Who you are You treat compliance as a discipline with standards, not a set of tasks to complete. You understand the regulatory intent behind requirements and can communicate it clearly to partners who don't work in this space You are skilled at identifying risk before it becomes an issue, and you know how to document, escalate, and track it with rigor. You draw a clear line between setting the standard and executing against it, and you hold that line in how you structure partnerships with operational teams. You work confidently across jurisdictions and regulatory frameworks, and you know when a question requires legal escalation versus when you can resolve it directly. You build credibility through accuracy, follow-through, and the quality of your documentation. You are organized and deadline-driven, and you can manage multiple programs simultaneously without details falling through. Qualifications 4+ years of experience in HR compliance, employment law operations, or a related field with direct exposure to compliance program management Working knowledge of U.S. employment laws and regulatory frameworks, including FLSA, EEO, FCRA, and related requirements Experience with compliance risk identification, gap assessment, or audit coordination Demonstrated ability to manage HR policy governance processes, including review cycles, version control, and legal alignment Strong organizational and project management skills, with a track record of managing multiple concurrent compliance programs Experience with Workday or a comparable HRIS Preferred Qualifications Familiarity with international employment compliance Experience supporting HR compliance programs in a multi-jurisdictional or global environment Background in audit readiness, regulatory response, or compliance documentation standards Experience developing compliance playbooks, standard operating procedures, or governance frameworks used by HR partner or operational teams ​ Transferable Skills Here at Zillow - we value the experience and perspective of candidates with non-traditional backgrounds.
