Position Title: Program Manager, LHA and MIHR Position Type: Regular Full-Time Department: COO's Office (MOMENTUM) Location: Washington, DC - Hybrid Salary Range: $71,000 - $92,500 - $114,000 Note: The posted salary range reflects the full range of Corus' Manager-level pay grade and does not represent the anticipated hiring salary for this position. The target hiring range for the Program Manager is expected to fall between the minimum and midpoint of the pay grade, based on program budget, internal equity and experience. Position Summary: Corus International is seeking a Program Manager, LHA and MIHR to join the MOMENTUM team in the Washington, DC office. This hybrid position is based at our headquarters in Washington, DC, with in-office days on Tuesday and Wednesday each week. The Program Manager provides programmatic backstopping and program management across multiple countries and serves as the primary point of contact for the Mali country team on the U.S. Government (USG)-funded Lifesaving Health Assistance (LHA) Program. The role may also support the USG-funded Momentum Integrated Health Resilience (MIHR) project, including Ebola response programming, as needed. LHA aims to sustain and transition lifesaving maternal, newborn, and child health, HIV, tuberculosis, malaria, nutrition, and global health security programming in the DRC, Ethiopia, Mali, and South Sudan. The overarching goal of the program is to support partner countries across diverse geographic and epidemiological contexts in developing and implementing high-impact, integrated health programs that strengthen health system resilience, advance health security, and improve health outcomes of target populations. MIHR similarly aims to improve maternal, newborn, and child health (MNCH) and nutrition outcomes in fragile and conflict-affected areas. MIHR operates across ten different countries. The Program Manager collaborates closely with colleagues across Headquarters and implementing countries to ensure program goals, deliverables, and donor requirements are achieved. In partnership with the Grants and Compliance, Finance, technical, and MERL teams; the Director of Country Programs; other Program Managers; and Chiefs of Party in country, the role maintains a comprehensive understanding of the country context, technical design, day-to-day implementation, and program results and provides timely, accurate information to internal and external stakeholders. The Program Manager coordinates the activities of consortium partners, implementing partners, and subawardees and coordinates responses to Department of State (DOS) inquiries regarding the program. This position is funded through a specific project and is subject to the continued availability of funding. Responsibilities: Program Management Establish and manage project cycle best practices, ensuring compliance with LHA and MIHR's Project Management Policies and Procedures and related subaward, procurement, and finance and administration requirements. Manage project startup processes by coordinating handover across Program Strategy, Business Development, and Grants and Contracts; convening key stakeholders; and supporting project staff recruitment, including job description development and interviews, as needed. Monitor implementation of the country-level programs by tracking progress against targets and deliverables, identifying and addressing risks and challenges, and ensuring that technical and financial reporting requirements are met. Serve as the primary point of contact for prime and subaward contracts and grant agreements, unless otherwise assigned. Apply strong working knowledge of donor rules and regulations to ensure compliance throughout project start-up, implementation, and close-out activities, including procurement, budget modifications, and award amendments. Develop and manage deadlines and workflows for new award and project development, approval, implementation, and closeout in accordance with LHA and MIHR Project Management Policies and Procedures and relevant donor requirements. Serve in designated roles on these teams, as assigned. Collaborate with country staff and LHA and MIHR Headquarters Finance and Grants and Compliance teams to oversee grant funds and subaward, contract, and financial performance. Review budget variances, financial reports, and project expenditures against approved budgets; monitor spending plans; and work with project teams to ensure effective resource utilization, compliance, and timely corrective action, as needed. Liaise with LHA and MIHR's Grants and Compliance team to provide information or carry out follow-up actions related to sub-recipient management (contracting, reporting, and monitoring). Data Management, Documentation, and Reporting Manage project communications with donors through implementation for coordination and reporting purposes. Lead and coordinate country teams to prepare high-quality, timely technical and programmatic reports, including bi-weekly reports, quarterly and semiannual reports, newsletters, websites and press releases, for internal audiences as well as donors and Corus constituents. Ensure data integrity and completeness by maintaining project documentation in electronic databases, including Smartsheets and SharePoint. Business Development Contribute to relevant country-specific proposals and new business opportunities aligned with the position's portfolio and technical expertise. Supervisory: This position has no direct reports. Required Qualifications: Bachelor's degree and at least five years of relevant experience managing and implementing international development and/or global health programs, or the equivalent combination of education and experience. Experience working with colleagues in a multicultural, multilingual environment. Experience working with US-based and international partners (NGO/FBO/CBOs, universities and other technical institutions). Experience successfully managing diverse groups of partners with varying capacities and experience. Strong working knowledge of USG and other international donor funding mechanisms (including grants, contracts, and cooperative agreements). Strong knowledge of international development, including humanitarian standards and best practices in health. Demonstrated ability to coordinate program implementation and collaborate effectively across departments, Headquarters, and country offices. Excellent communication and influencing skills to communicate effectively and credibly in English and French, both verbally and in writing. Demonstrated ability to solve complex technical, managerial, or operational problems in a timely and successful manner. Ability to develop and maintain strong working relationships with host country counterparts and NGO/FBO/CBO actors. Strong critical-thinking, problem-solving, and interpersonal skills. Ability to produce high-quality deliverables within short deadlines. Ability to adapt to fast-paced environments and work effectively with multicultural and geographically dispersed teams. Strong management, organizational, and decision-making skills, with a high degree of adaptability and integrity. Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint. Experience with Salesforce a plus. Ability to work effectively, both independently and as part of a team. Ability to influence and achieve results across teams without direct authority. Ability to communicate tactfully and develop positive relationships across teams within the project as well as with external groups (donors, partners). Ability and willingness to travel to Mali and/or other LHA/MIHR countries, as needed. Must have authorization to work in the United States without the need for employer sponsorship now or in the future. Preferred Qualifications: Experience supporting health programs, including global maternal, newborn, and child health, HIV, tuberculosis, malaria, nutrition, and global health security programming in fragile contexts preferred. Experience managing large-scale, multi-country programs is preferred. Experience living and/or working in developing countries preferred.
