About OneArc Are you ready to help shape the future of defense? BAE Systems OneArc delivers advanced synthetic training and simulation solutions that enhance warfighter readiness through "commercial speed at industrial scale." Our program delivers the commercial software core for the U.S. Army’s next generation of virtual collective training: simulation, image generation, terrain, entity management, and interoperability, licensed across the enterprise.

About the Role The Program Manager oversees the direction, execution, and delivery of a flagship defense program supporting the U.S. Army. Acting as the primary liaison for U.S. Army customers, you will apply project management best practices to ensure OneArc’s VBS-based ecosystems and simulation technologies meet critical contract performance goals. This position leads cross-functional teams and subcontractors across the software development lifecycle, ensuring excellence in cost, schedule, and technical execution.

What You'll Do

  • Program & Contract Execution: Manage the execution of complex DoD contract requirements, ensuring cost, schedule, and performance objectives are achieved.
  • Customer Liaison: Serve as the daily primary interface with U.S. Army customers and stakeholders, resolving contractual and program challenges to maintain high customer satisfaction.
  • Agile Software Delivery: Implement agile project management processes to guide the software development lifecycle, from requirements gathering to final deployment.
  • Financial Oversight: Manage contract budgets (labor, material, travel, purchased services) and deliver accurate financial reporting.
  • Regulatory Compliance: Ensure project compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), International Traffic in Arms Regulations (ITAR), and internal quality standards.
  • Cross-Functional Leadership: Provide leadership to cross-functional teams, subcontractors, and suppliers—resolving dependencies, clarifying technical requirements, and fostering collaboration across U.S. and international OneArc sites.
  • Risk Management: Formally identify, assess, monitor, and mitigate program risks throughout the project lifecycle.
  • Executive Communication & Growth: Communicate program status to executive leadership, identify organic growth opportunities on the program, and support follow-on proposals.
  • Brand & Culture Leadership: Advance the U.S. Army’s Synthetic Training Environment (STE) through effective solution deployment, strengthening the OneArc brand, and supporting team culture and cohesion.

Required Qualifications

  • Bachelor's Degree in a technical or management discipline.
  • 10+ years of Program Management experience in the Defense/Aerospace industry, including hands-on management of Firm Fixed Price (FFP), Time & Materials (T&M), and Cost-Plus contract types.
  • Army Training Domain Knowledge: Prior U.S. Army service or direct experience delivering Army training, simulation, or mission command programs.
  • Proven Track Record: Demonstrated ownership of cost, schedule, and performance on software or simulation programs through development, integration, test, and fielding.
  • Contracting & Regulatory Knowledge: Working knowledge of Government contracting, FAR and DFARS basics, contract deliverables, and customer reporting.
  • Tooling Proficiency: Proficiency in project planning tools (e.g., Microsoft Project) and agile management platforms (e.g., Jira).
  • Clearance & Citizenship: U.S. citizenship with the ability to obtain and maintain a DoD Secret clearance.
  • Location & Travel: Ability to work on-site in Orlando, Florida, with approximately 25% travel to various U.S. Army installations and customer sites.

Preferred Qualifications

  • Master's Degree in a technical or business discipline (e.g., MS in Engineering Management or MBA).
  • Project Management Professional (PMP) or DAWIA Program Management certification.
  • Deep experience with Army collective training systems (virtual, constructive, or gaming trainers) and familiarity with VBS4 or comparable military simulation software.
  • Familiarity with the Orlando modeling and simulation (M&S) community and local Army acquisition organizations (e.g., PEO STRI).
  • Experience with commercial enterprise software licensing programs (Enterprise License Agreements) and software sustainment.
  • Experience with rapid prototyping acquisitions, such as Commercial Solutions Openings (CSO) or Other Transaction Authority (OTA) agreements.
  • Familiarity with simulation interoperability standards (DIS, HLA) and Agile software frameworks.

Work Environment & Travel

  • Office environment based in Orlando, Florida, with regular collaboration across technical labs and customer facilities.
  • Approximately 25% travel required to U.S. Army installations, customer meetings, and industry events.
