The Opportunity:


CACI is currently looking for a Program Operations Analyst to join our BEAGLE Agile Solution Factory (ASF) Team supporting the Customs and Border Protection (CBP) client located in Northern Virginia!

The Program Operations Analyst will play a critical role in supporting the PMO, Procurement and Subcontract Management functions. This position will be responsible for the procurement of goods and services, managing subcontracts, and ensuring compliance with organizational policies and procedures. The Program Operations Analyst will work closely with project managers, subcontractors, and internal stakeholders to facilitate efficient and effective procurement processes.

Responsibilities:

  • Conduct market research to identify potential suppliers and subcontractors.
  • Prepare and issue requests for proposals (RFPs), requests for quotations (RFQs), and requests for information (RFIs).
  • Evaluate proposals and quotations to ensure they meet project requirements and budget constraints.
  • Negotiate terms and conditions with suppliers and subcontractors to secure favorable pricing and contract terms.
  • Assist in the development and management of subcontract agreements.
  • Monitor subcontractor performance to ensure compliance with contract terms and project timelines.
  • Collaborate with project managers to resolve any issues or disputes with subcontractors.
  • Maintain accurate records of subcontracts and procurement activities.
  • Ensure all procurement activities comply with organizational policies, procedures, and regulatory requirements.
  • Prepare and present procurement reports to the PMO Manager and other stakeholders.
  • Track and report on procurement metrics, such as cost savings, supplier performance, and contract compliance.
  • Liaise with internal stakeholders, including project managers, finance, and legal teams, to facilitate procurement processes.
  • Provide procurement-related training and support to project teams as needed.

Qualifications:

Required:


  • Bachelor’s degree in business, Supply Chain Management, or a related field
  • Minimum of 7 years of experience in procurement, subcontract management, or a related role.
  • Strong knowledge of procurement principles, practices, and regulations.
  • Excellent negotiation, communication, and interpersonal skills.
  • Proficiency in Microsoft Office Suite and procurement software.
  • Ability to work independently and as part of a team in a fast-paced environment.

Must be a U.S. Citizen with the ability to pass a CBP background investigation. Criteria include, but are not limited to:


  • 3-year check for felony convictions
  • 1-year check for illegal drug use
  • 1-year check for misconduct such as theft or fraud

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$84,900 - $178,400
