Job Description
The Program Specialist will work closely with and provide program support to a three-member Board of Directors responsible for overseeing specialized products regulated by the State of Utah. Day-to-day responsibilities include managing and tracking program data, licensing and regulatory records, deadlines, correspondence, and ongoing projects. The position will assist the Board and coordinate with the Division with preparing and coordinating public meetings and administrative hearings, including agendas, notices, meeting and hearing materials, exhibits, records, minutes, and follow-up actions. The employee will collect, review, and organize data; prepare reports and summaries; conduct research; maintain accurate electronic records and tracking systems; and assist with reviewing statutes, administrative rules, policies, and procedures. The position will also assist in tracking new and proposed legislation, monitoring legislative changes that may impact specialized product programs, and helping identify necessary updates to rules, policies, procedures, or program operations. The employee will communicate and coordinate with board members, agency staff, applicants, licensees, stakeholders, other state agencies, and members of the public to help ensure regulatory processes are accurate, consistent, transparent, and completed on time.
Key Responsibilities

- Will assist the Board and coordinate with the Division with preparing and coordinating public meetings and administrative hearings, including agendas, notices, meeting and hearing materials, exhibits, records, minutes, and follow-up actions.
- Will collect, review, and organize data; prepare reports and summaries; conduct research; maintain accurate electronic records and tracking systems; and assist with reviewing statutes, administrative rules, policies, and procedures.
- Will also assist in tracking new and proposed legislation, monitoring legislative changes that may impact specialized product programs, and helping identify necessary updates to rules, policies, procedures, or program operations.
Qualifications
Minimum or "day-one" qualifications:
- The successful candidate must have strong organizational, written, and verbal communication skills and be able to manage multiple projects, deadlines, and priorities with a high level of accuracy and attention to detail.
- The candidate must be comfortable working with data, spreadsheets, electronic records, databases, and common office and collaboration software; reading and interpreting policies, procedures, statutes, rules, or other technical documents; and organizing complex information into clear reports, summaries, and meeting materials.
- The position requires the ability to communicate professionally with agency staff, board members, regulated entities, stakeholders, and the public; exercise sound judgment; identify missing or inconsistent information; maintain appropriate confidentiality; and work independently while following established procedures.
- The candidate must also be comfortable supporting public meetings, administrative hearings, and regulatory processes in a professional and neutral manner.
- Providing general administrative support to the three Directors.
- Writing or drafting correspondence, reports, and documents; reviewing incoming mail or emails; and initiating replies or routing matters to appropriate staff.
- Acting as a resource to provide information, greeting visitors, answering phones, and serving as a liaison between the work unit and other agencies or organizations.
Preferred or trainable/on-the-job qualifications:
- Preferred qualifications include experience with government or regulatory programs, licensing processes, public meetings, administrative hearings, legislative tracking, research, data analysis, or working with boards and commissions.
- Familiarity with specialized products, applicable Utah statutes and administrative rules, state licensing and regulatory systems, and agency-specific databases is beneficial but may be learned on the job.
- The successful candidate should be willing and able to quickly learn specialized product programs, regulatory processes, agency policies and procedures, data and tracking systems, public meeting requirements, and administrative hearing procedures.

- Training will be provided on program-specific systems, workflows, statutes, rules, and regulatory responsibilities.
