For over 75 years, the City of Eugene has relied on the McKenzie River and the Hayden Bridge Water Filtration Plant to meet all of the city's water needs. Our single water source and single water treatment plant puts our customers at risk of extended outages should we experience a significant disruption of service from a chemical spill, natural disaster, or equipment failure, etc. Since clean water is vital to public health, safety and the economy, EWEB is planning to build a second water treatment plant on the Willamette River to provide much needed resiliency to our community.

EWEB’s Water Division is seeking a supervisor to help create, guide, and provide oversight of this critical infrastructure project. This position is responsible for providing primary leadership and supervision of the Willamette Water Treatment Plant project delivery team including engineering, planning, and technical staff, but will also actively participate in detailed plan design review and contract management. This position reports to and partners directly with the Chief Water Operations Officer and ensures the 19.4 million gallon per day conventional water treatment plant on the Willamette River is delivered meeting EWEB’s stated objectives and values. This position serves as liaison between the Project Team and key internal and external stakeholders.

We're seeking a seasoned professional engineer, project manager, or program manager with experience managing complex water/wastewater, or similar utility infrastructure capital projects, including familiarity with Construction Manager/General Contractor (CM/GC) project delivery, and the ability to work with a variety of highly skilled team members, consultants, contractors and stakeholders.

The successful candidate will have knowledge of and direct experience in most or all of the following:

Program Management

  • Manage full program life cycle with organized and disciplined approach.
  • Build program governance and advise on project approach, policies and best practices.
  • Identify key stakeholders, conduct needs assessments regarding potential project impacts, and develop a plan for mitigating impacts.
  • Engage with operations stakeholders ensuring the plant meets the highest standard of operability and user friendliness.
  • Manage Owners Agent and other contracts to ensure performance of consultants and contractors
  • Manage vendor resources and activities including overseeing bid processes, contract management and renewal.
  • Work cross-functionally with other staff, peers, and customers across various lines of businesses, teams, and external partners. Identify dependencies with other programs and collaborate with key stakeholders and sponsors to manage intersecting objectives and competing resources.
  • Provide oversight, maintenance, and development of water rights and related activities pertaining to the project.
  • Create and execute project work schedules and revise as appropriate to meet changing needs and requirements to ensure the completion of assigned projects on time, within budget and in accordance with EWEB’s goals and objectives.
  • Assess initial and emerging risks and complications. Respond with change control activities and other mitigation strategies.
  • Create plans and track progress; adjust and adapt as necessary to ensure timelines and budgetary requirements are met, and that program objectives are satisfied.
  • Create tools to monitor quality control and assurances, procedures, and processes. Applies and quantifies performance variances and graphic presentation of quality controls.
  • Meet quality standards of expected deliverables during all phases of the project/program life cycle: initiating, planning, executing, controlling, and closing.

Supervision

  • Manage resources and cross functional project teams.
  • Motivate and provide direction and support to the project teams and stakeholders.
  • Supervise and provide both technical and functional oversight to staff by providing prescribed procedures, methods, formats, and training in several project management areas where the incumbent is a subject matter expert.
  • Schedule and assign tasks, monitor progress, review results and evaluate performance.

Financial Stewardship

  • Prepare annual work plans and budgets for Program in coordination with EWEB financial staff.
  • Manage financial objectives and budget by forecasting requirements, scheduling expenditures, analyzing variances, and initiating corrective actions

Reporting

  • Ensure program documentation is created and maintained to include project initiation documents, plans, risk, and issue logs, change control documents, and any other relevant information for the program.
  • Use multiple means of reporting and communication strategies to convey project and program status to stakeholders at all levels throughout the organization including presenting to EWEB’s Board of Commissioners. Includes development of key metrics and dashboards.

COMPENSATION & BENEFITS

The starting annual salary for this position is $140,482.56 to $187,310.09.

The salary offered will be established based on multiple factors, including job-related knowledge and skills, relevant experience, and internal equity. Consistent with EWEB’s compensation philosophy, it is not customary to place individuals at the high end of the salary range at the time of hire. Compensation decisions are made holistically to support fair, consistent, and equitable pay practices, taking into account the specific circumstances of each position and candidate.

QUALIFICATIONS & REQUIREMENTS

Candidates who do not meet all of the minimum qualifications, but whose application materials demonstrate the necessary knowledge, skills, and abilities to be successful in the position are encouraged to apply. Experience: Eight (8) years of professional project or program management experience in high-level or enterprise-wide strategic Water/Wastewater Utility initiatives requiring coordination of activities and resources of multiple divisions and/or departments. Four (4) years of direct supervision in a multi-functional work environment. An equivalent combination of professional, senior, lead, or project management experience may satisfy the supervisory requirement.

Education: Bachelor’s degree from an accredited college or university in Engineering, Construction Engineering Management, Project Management, Business Administration, Management, Public Administration, or a closely related field.

Recommended education, experience, and certifications: Project Management Professional (PMP) and/or Program Management Professional (PgMP). Professional Engineer (PE) in Oregon, or the ability to obtain reciprocity within six months. Master’s degree in a relevant area. Experience in the public sector and the water utility industry, especially in contract and construction oversight.

Oregon driver license required: Yes, or the ability to obtain one within 30 days of hire.

LOCATION
This position is based in Eugene, Oregon, and has been approved as a hybrid work arrangement involving a combination of telecommuting and working on-site on a weekly basis. Out-of-area candidates may be eligible for a relocation reimbursement.
