Job Title: Project Administrator Department: Order Fulfillment Reports to: Manager of Strategic Operations and Government Affairs Overview - About NoaNet NoaNet is a non-profit mutual corporation providing telecom solutions and services and is headquartered in Spokane Valley, Washington. For over 20 years, NoaNet has operated a reliable public open-access broadband network that today totals over 3,800 fiber miles and touches every county in Washington State. Our organization provides rural areas access to broadband services, supporting more than 100 last-mile providers that serve more than 260,000 customers. Career Overview NoaNet is seeking a talented, experienced Project Administrator to manage the daily functions associated with the fulfillment of projects. The successful Project Administrator is a highly-organized, self-directed individual with a multi-disciplined background in ISP/OSP domains, and a demonstrated track record of successfully coordinating all aspects of construction including planning, scheduling, and coordinating teams to keep the initiative on track, within budget, in compliance, and positioned for timely completion with exceptional quality. Responsibilities Generally familiar with various Inside Plant (ISP) and Outside Plant (OSP) construction methods. Ability to read and understand contract documents, drawings, and specifications. General understanding of building systems, construction materials, electrical, design and engineering concepts, and overall knowledge of data & telecommunications infrastructure. Build and maintain project schedules. Build and maintain project budgets including, tracking of specific jobs, process and approve contractor supplied invoices and purchase orders. Prepare and maintain a schedule with major milestones, tasks and risk register. Prepare and provide updates and reporting to clients on a weekly basis. Perform take-offs, submit RFQ’s and RFI’s, develop scope of work based on contract documents complete with scope inclusions, exclusions and assumptions. Work in collaboration with a network of contractors, subcontractors, and material suppliers, to guarantee best value pricing, timely estimates, and quality of work available on every project. Responsible to work to with vendor to assist in obtaining private easements. Review suppliers/subcontractors quotes for completeness with project plans & specifications. Establish preliminary construction schedule and duration. Maintain accurate and complete records. Perform order close out tasks, order close out will entail delivery of all items noted in the RFP/Contract. Other duties as assigned Education, Training, Knowledge, Skills and Qualifications: Familiar with Excel, word, and Google Earth Great interpersonal and intercommunication skills required Strong organizational and print presentation skills with attention to detail. Familiar with Oracle Netsuite Project Management platform, or equivalent SaaS PMIS Proficiency in Adobe Acrobat, InDesign, Illustrator, and/or Photoshop highly desirable. Ability to multitask, collaborate with multiple individuals, take initiative, and meet deadlines. Degree or Certificate in Project Management, Job-related Training in related field and 2 years in telecommunications (PMP, RCCD, or similar) is desired. Physical Requirements: Must be able to lift and carry up to 20+ pounds. Working Conditions: Work is normally performed in an office environment with long periods of computer work. Ability to work effectively in a remote and collaborative environment. Position requires 8:00 am to 5:00 pm availability, occasionally additional time may be expected to complete tasks Some travel may be required Driving Requirements Must maintain and possess a valid driver’s license, proof of insurance, and a satisfactory driving record. Location Remote home office located in the State of Washington. Wage Annual wage range $81k - $93k DOE. This is a regular exempt position.
