Location: Remote / Hybrid. Strong preference for residence in or near Indian Country (Lower 48) or Alaska. Must support core hours covering multiple U.S. time zones. Occasional travel required. Employment Type: Full-time Position Summary The Project Director provides overall strategic leadership, technical direction, and quality oversight for the TVSPM Support Center. This individual ensures the delivery of culturally appropriate, trauma-informed, victim-centered capacity-building and compliance assistance to Tribal victim services programs nationwide (Lower 48 and Alaska). The Project Director serves as the primary point of contact with the OVC Contracting Officer's Representative (COR), leads the development of the Annual Work Plan, Quality Control Plan, and transition activities, and maintains a robust pool of subject-matter experts. Primary Responsibilities Lead development and implementation of the comprehensive system for receiving, tracking, responding to, and assessing compliance-assistance requests. Oversee preparation and delivery of individualized compliance assistance plans. Direct development of training materials, tools, curricula, model codes, and resources. Guide creation/implementation of the secure electronic central repository. Oversee outreach, innovation, special projects, logistical support for site visits/events, annual reporting, and Transition-In/Out. Ensure all work products meet quality, timeliness, and cultural-appropriateness standards. Manage the SME cadre recruitment, training, and performance. Produce required deliverables (Annual Work Plan within 45 days of award and each subsequent year; Annual Performance & Recommendations Report; Transition plans). Maintain continuous communication with the COR and ensure Government property and confidentiality requirements are met. Mandatory Minimum Qualifications (SOW Gate Criteria) Bachelor's degree in public policy or administration, criminal justice, business administration, or a related field. Minimum of 10 years of experience managing projects in the victim services / criminal justice field. Minimum of 5 years of experience delivering or managing projects that deliver training or technical assistance on a national level. Minimum of 5 years of experience managing a project that spans a regional or nationwide effort. Minimum of 5 years of experience working directly with or providing capacity-building support to AI/AN communities. Experience developing and implementing trainings using evidence-based research and adult learning principles. Ability to obtain/maintain moderate background investigation. Demonstrated ability to lead multi-disciplinary teams and manage complex federal contracts. Preferred Qualifications Master's degree in a relevant field. Direct experience supporting OVC, TVSSA, or similar DOJ Tribal victim-services programs. Lived experience as a member of an AI/AN community. Prior successful performance as a Project Director or equivalent on a comparable TTA contract. Strong writing, facilitation, and stakeholder-engagement skills.
