Project Manager

Position Overview

The Project Manager is responsible for leading the planning, execution, monitoring, and final delivery of complex IT modernization, engineering, or mission-critical technical projects. This role oversees cross-functional project teams to ensure deliverables are completed on schedule, within budget scope, and in full compliance with contractual and federal standards. Working closely with client stakeholders, technical leads, and executive leadership, the Project Manager manages risk, optimizes resource allocation, and aligns day-to-day project operations with overarching strategic goals.

Key Responsibilities

• Direct end-to-end project lifecycle activities from initiation through closing. Define scope, project charters, work breakdown structures (WBS), and milestones in alignment with client objectives.
• Develop and maintain detailed project schedules, cost baselines, and resource allocations. Track project performance using Earned Value Management (EVM) or key performance indicators (KPIs) to prevent scope creep and budget overruns.
• Proactively identify, analyze, and manage technical and operational risks. Maintain risk registers and execute mitigation strategies to minimize project disruptions.
• Serve as the primary point of contact for government/enterprise clients, program management offices (PMO), and prime contractor leadership. Conduct formal status updates, monthly progress reviews, and executive briefings.
• Coordinate and direct multi-disciplinary teams (engineers, analysts, security specialists, and developers). Ensure team adherence to governance frameworks, quality assurance (QA) standards, and task order requirements.
• Support contract administration, task order deliverables, and vendor procurement tasks. Evaluate subcontractor performance against technical milestones and service level agreements (SLAs).
• Facilitate Agile/Scrum or traditional Waterfall project management methodologies, tailoring approaches to suit program needs and modern technical delivery models.
• Background managing federal government IT task orders, Federal Acquisition Regulation (FAR) compliance, or DoD project structures.
• Familiarity with enterprise cybersecurity initiatives, Cloud/DevSecOps implementations, or Identity, Credential, and Access Management (ICAM) rollouts.

Required Qualifications

• Bachelor’s degree in project management, Business Administration, Computer Science, Information Technology, Engineering, or a related field.
• Minimum of six (6) years of direct experience managing technical projects, enterprise IT implementations, or systems engineering contracts within cleared government or corporate environments.
• Must possess or have ability to obtain a government Public Trust clearance.

Desired qualifications

• Project Management Professional certification preferred

Project Management Skills:

• Proven track record of managing multi-disciplinary teams across full lifecycle IT development, cloud migration, or infrastructure projects.
• Hands-on proficiency with project management software (e.g., MS Project, Jira, Confluence, Asana, ServiceNow, or Smartsheet).
• Strong working knowledge of project management frameworks (PMBOK) and Agile methodologies (Scrum, Kanban, SAFe).
• Exceptional leadership, negotiation, risk management, and written/verbal communication skills. Proven capability to manage high-pressure, fixed-deadline deliverables successfully.
