We are looking for an experienced Project Manager 3 to provide leadership, oversight, governance, and project management for large and complex technology projects. The ideal candidate should be highly independent and experienced in establishing project governance, work intake processes, release planning, and operational procedures from the ground up.

This role requires strong experience working within Agile environments, matrix organizations, and complex stakeholder environments.

RESPONSIBILITIES:

• Provide project oversight, leadership, accountability, and management for large strategic technology projects.
• Manage stakeholder and vendor relationships throughout the project lifecycle.
• Lead executive-level communications, project health updates, and sponsor meetings.
• Coordinate between Product Owners, development leadership, business stakeholders, vendors, and project teams.
• Establish and manage work intake processes and governance structures.
• Develop operational procedures and sustainable governance models with minimal direction.
• Manage project planning, staffing, reporting, schedules, risks, issues, and dependencies.
• Drive projects from initiation through planning, execution, monitoring, and closeout.
• Manage release planning and ensure alignment with organizational priorities.
• Facilitate working sessions, build consensus, and negotiate project outcomes.
• Resolve complex conflicts, competing priorities, and high-priority project issues.
• Communicate project status, risks, issues, and decisions clearly to stakeholders and leadership.
• Ensure project activities follow established project management methodologies and best practices.
• Coordinate multiple teams, schedules, stakeholders, and system dependencies.
• Work independently in ambiguous environments and establish processes where needed.

REQUIRED QUALIFICATIONS:

• 5+ years of experience working within an Agile release governance structure.
• 5+ years of experience working in matrix organizations and cross-functional teams.
• 5+ years of experience resolving complex conflicts and competing requirements.
• 5+ years of experience applying project management principles, methodologies, and best practices.
• 5+ years of experience with system development methodologies for building new systems and enhancing existing applications.
• 5+ years of experience communicating stakeholder needs clearly and effectively.
• 5+ years of experience facilitating working sessions, building consensus, and negotiating outcomes.
• 5+ years of experience managing stakeholder relationships and resolving issues.
• Strong experience establishing governance structures and work intake processes.
• Strong communication, organization, leadership, and problem-solving skills.
• Ability to work independently and manage complex projects with minimal oversight.

PREFERRED QUALIFICATIONS:

• Experience working in a government or public-sector environment.
• Experience in multiple project leadership roles such as Project Manager, Program Manager, Project Coordinator, or similar.
• PMP, CAPM, PfMP, or other professional project management certification.
• Experience with Agile release management and enterprise technology projects.

ADDITIONAL REQUIREMENTS:

• Must be a current Michigan resident.
• Must be available to work onsite 2 days per week.
• No remote-only option.
• Must be available for an in-person interview.
