Primary purpose:

Supports a large federal-government contract focused on standards-based health-information technology and software delivery. Works with the Program Manager, Product Owners, Task Leads, technical leads, developers, testers, and the client to plan, coordinate, and track software development work across the task. Drives scope, team, schedule, budget, quality, dependencies, risks, and release readiness to achieve project objectives and milestones in software delivery.

A successful candidate will do the following:

  • Manage projects according to industry best practices
  • Act as a task-management and tracking expert
  • Communicate effectively with clients, management, and staff
  • Work with project team to identify risks and develop mitigation strategies
  • Juggle competing demands and prioritize work effectively
  • Organize, direct, and coordinate the planning and production of contract delivery with assistance from Task Lead
  • Partner with Product Owners, technical leads, developers, testers, architects, and client stakeholders to plan, track, and coordinate Agile activities for software development and delivery
  • Manage dependencies, resourcing, blockers, risks, and competing priorities across software-development workstreams
  • Lead and facilitate Agile ceremonies, including daily stand-ups, Iteration Planning, Iteration Reviews, and Retrospectives
Requirements
  • Bachelor of Arts or Science degree
  • Project Management Professional (PMP) certification
  • Nine or more years of experience managing mid- to large-scale projects
  • Experience managing government contracts for consulting services in Health IT/informatics, public-health informatics, healthcare, or another technical field
  • Demonstrated experience managing complex software development or software-engineering projects, preferably in an Agile environment
  • Knowledge of SAFe Agile methodology
  • Excellent spoken and written communication skills
  • Experience with public health, healthcare systems, and/or Health IT projects
  • Ability to work within a challenging environment across multiple, diverse teams
  • Hands-on experience managing software-development projects across the full development lifecycle, including requirements, design, development, testing, release planning, deployment coordination, and production support.
  • Experience working directly with Product Owners, developers, testers, architects, and other technical stakeholders.
  • Experience tracking software delivery using Jira or similar Agile project-management tools.
  • If required by the project, ability to successfully complete and obtain a federal Position of Public Trust Level 5 background investigation, meet all eligibility criteria, and maintain the required clearance throughout employment


Preferred qualifications:

  • Experience managing projects for the Centers for Disease Control and Prevention (CDC) or Centers for Medicare & Medicaid Services (CMS)
  • Experience with CDC’s National Healthcare Safety Network (NHSN)
  • Proficiency in Microsoft Office applications, particularly Project and Excel
  • Experience working in a remote, distributed environment
  • Experience supporting Cloud-based, integrated, or API-driven software products
  • Experience with healthcare interoperability, FHIR, or Health IT software development
  • Current, completed federal Position of Public Trust background investigation
  • Experience facilitating daily stand-ups, sprint planning sessions, sprint reviews, demos, and team retrospectives
  • Experience coaching cross-functional, fully remote teams on Agile/Scrum best practices
  • Certification as a Scrum Master (e.g., CSM, PSM)
