Job Requirements Project Manager At Fearless, we are seeking a Project Manager to lead a large-scale modernization of a public-facing government website and its supporting content management and publishing processes. This initiative will deliver a modern Drupal-based digital experience that improves accessibility, usability, findability, content governance, and long-term maintainability. The Project Manager will lead delivery across requirements refinement, solution design, implementation, testing, and content migration while coordinating a multidisciplinary team spanning engineering, UX/design, content strategy, accessibility, cloud infrastructure, migration, and quality assurance. This role will serve as a primary partner to government stakeholders and agency IT teams, ensuring work remains aligned to project goals, risks and dependencies are actively managed, decisions and approvals are driven to resolution, and customer feedback is incorporated throughout iterative delivery. This is a fully remote role. As a Project Manager, you manage and integrate multiple projects to deliver a single, impactful outcome. You operate independently, providing world-class service that drives account growth and ensures positive net customer retention across all assigned project offices. This role involves overseeing project delivery and leading and mentoring team members, equipping them with the skills necessary to be effective in their roles. You will foster collaboration and excellence, ensuring successful project outcomes while contributing to the organization's strategic growth. Fearless Your Responsibilities in this Role: ●​Lead overall project delivery across requirements, architecture and design, implementation, and migration phases. ●​Serve as the primary coordination point between the delivery team, government stakeholders, and agency IT partners. ●​Plan and facilitate stakeholder workshops, requirements sessions, planning meetings, design reviews, and demonstrations. ●​Manage project scope, schedule, dependencies, risks, decisions, and deliverable approvals. ●​Coordinate work across technical, design, content, accessibility, and migration team members to ensure alignment and progress. ●​Maintain visibility into progress and surface issues or decisions requiring customer input quickly and clearly. ●​Manage iterative Agile delivery and ensure customer feedback is incorporated throughout the project lifecycle. ●​Coordinate deliverable reviews, acceptance, and phase transitions with government stakeholders. ●​Support documentation, knowledge transfer, operational transition, and project closeout activities. Work Experience Project Skill and Experience Requirements ●​Bachelor’s degree or equivalent work experience ●​Minimum of 7 years of total relevant professional experience. ●​At least 3 years of experience leading enterprise-wide website modernization or digital transformation initiatives, with that experience occurring within the past 5 years. ●​Experience supporting at least one government, higher education, or similarly regulated organization project. ●​Experience delivering at least one Drupal solution hosted on AWS. ●​Experience leading complex enterprise website modernization, CMS modernization, or digital transformation initiatives through requirements, design, implementation, testing, migration, and production transition. ●​Demonstrated experience leading Agile delivery, including iterative planning, backlog and dependency coordination, stakeholder reviews, demonstrations, and incorporation of customer feedback. ●​Experience leading cross-functional teams spanning software engineering, architecture, UX/design, content strategy, accessibility, DevOps/cloud infrastructure, QA, and content/data migration. ●​Experience planning and facilitating stakeholder workshops, requirements-refinement sessions, planning meetings, design or solution reviews, demonstrations, and decision-making sessions. ●​Demonstrated experience managing project scope, schedules, milestones, dependencies, risks, issues, decisions, and changes across complex multidisciplinary initiatives. ●​Experience establishing and maintaining clear project governance, including decision-making processes, escalation paths, stakeholder responsibilities, and visibility into project health. ●​Experience coordinating customer reviews and managing deliverables through acceptance criteria, review cycles, approvals, and formal sign-off. ●​Experience translating business and stakeholder needs into actionable delivery plans and coordinating teams through requirements refinement and implementation. ●​Experience identifying and managing cross-team dependencies and proactively surfacing risks, blockers, decisions, and customer actions that could affect delivery. ●​Experience coordinating major implementation milestones, including testing, UAT, migration/cutover activities, production readiness, and transition to operations. ●​Experience managing project documentation, status reporting, decision tracking, knowledge transfer, and operational transition activities. ●​Strong written and verbal communication skills with the ability to communicate effectively with technical teams, business stakeholders, content owners, agency leadership, and IT partners. Preferred Experience ●​Experience leading Drupal modernization programs or large-scale CMS implementations. ●​Experience delivering AWS or other cloud-hosted solutions within government or regulated environments. ●​Experience leading large-scale website content and data migrations involving thousands of webpages, documents, media assets, and redirects. ●​Experience delivering accessibility-focused digital projects incorporating WCAG 2.1/2.2 requirements throughout design, development, testing, and release. ●​Experience leading public-sector digital transformation or government website modernization initiatives. ●​Experience coordinating content governance, publishing workflow, or organizational process transformation as part of a website modernization. ●​Experience working with formal customer deliverables, acceptance processes, and phase-based approvals. Project Management for Gov Contracts: Applies project management principles and practices to plan, execute, and close government projects, ensuring timely delivery, budget adherence, and compliance with federal regulations. Account Growth & Retention: Nurtures, grows and maintains existing accounts by monitoring, measuring, and ensuring customer satisfaction; leveraging existing contracts for up-selling and cross-selling opportunities, actively troubleshooting and resolving issues, countering competitive threats, and expanding customer networks and champions. Government Procurement Rules, Regulations & Methods: Uses knowledge of contracting officers, acquisition regulations, procurement levels, and government contracting methods—including contract types, IDIQ, GSA schedules, socio-economic categories, and teaming agreements—to identify opportunities and secure funding that align with the organization’s strategic priorities, ensuring successful outcomes for both the organization and its customers. Evaluating Business Challenges: Partners with stakeholders to understand current and future challenges, and identify needs and opportunities for improvement. Informs stakeholders about current and future threats and liabilities that jeopardize successful outcomes. Advises stakeholders through collaboration and recommends solutions to ensure attainment of business outcomes and support the organization’s strategic direction and long-term goals. Advising on Solutions: Provides guidance to other professionals, managers and business unit teams on implementation of related solutions. Cost Estimation & Budgeting: Develops accurate cost estimates and budgets for government projects, ensuring compliance with federal financial management regulations and guidelines. Environmental & Customer Awareness: Maintains awareness of agency and other external dynamics, power structures within client environments as well as functional/domain knowledge, regulatory trends and contract requirements that influence service delivery and company expansion/growth. Required Level of Proficiency: Practical Application: You can complete tasks in required competency/skill-based areas as requested. Help from an expert may be necessary from time to time, but you can usually perform the skill independently. Physical Requirements: Ability to sit for extended periods while working on a computer or during meetings. Must be able to travel occasionally to client sites or company meetings, which may involve driving or flying. Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills. Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).
