The Role

Develops, implements, and oversees the facilities capital renewal program for the corporation and police service. Develops and maintains building and client specific guidelines, standards, and processes for capital projects involving repairs, replacement, and improvements. Project manages and leads capital and construction projects for client departments.

Duties/Responsibilities

  • Supervises Construction Project Coordinators and Junior Project Coordinators.
  • Prepares/supervises the preparation of contract drawings and documents by technical staff for in-house design projects. Administers contracts for contractors and consultants. Provides technical assistance to other divisional staff.
  • Develops objectives and guidelines for managing facilities capital programs, including work programs and documentation for Council approval.
  • Collaborates with other Facilities Management staff in the development, implementation, and maintenance of program metrics, data, and strategic/continuous improvement initiatives. Leads implementation of best practices; and tracks and reports on same.
  • Develops and maintains project management resources for the Section.
  • Supervises staff in a project management matrix framework. Assigns projects and tasks to staff based on resource requirements and other considerations.
  • Coordinates/conducts technical investigations to identify and prioritize work and prepare cost estimates; makes recommendations to divisional and client management staff. Schedules project design and implementation.
  • Maintains detailed records of programs, projects, and portfolio status.
  • Manages capital projects, including chairing project teams. Reviews technical reports, identifies and evaluates alternatives. Participates in public meetings. Writes progress reports and makes presentations to inform and problem solve with stakeholders.
  • Participates in consultant selection and tender processes. Reviews and negotiates work plans and budgets with consultants. Organizes engineering and legal surveys, and geo-technical investigations.
  • Chairs and documents pre-construction and site meetings with contractors. Reviews and approves technical shop drawings and other contractor submissions. Arranges for alternate operating procedures during construction, and notifies stakeholders.
  • Interprets construction documents with contractors. Arranges material and equipment testing inspections. Recommends design changes/extra work. Negotiates contractor claims, disputes, and payments. Accepts completed work on behalf of the Region.
  • Participates in divisional and corporate committees/working groups.
  • Manages capital programs and budgets. Monitors and manages consulting and construction contract budgets. Arranges for purchase orders and approves payments.
  • Provides internal engineering consultant services to client departments and other divisional staff. Communicates with Legal Services, Finance, and Procurement, and corporate stores to resolve issues (e.g., contracts, liabilities, budgets). Maintains client relations and responds to complaints and inquiries from client departments on deficiencies and building issues.
  • Communicates with government agencies, building inspectors, utilities, fire, manufacturing companies, engineering consultants, contractors, the media. Communicates with the public regarding work being performed on adjacent properties.
  • Performs related duties as required.

Knowledge, Skills, and Abilities

  • Technical knowledge of construction trades and technologies related to building structures, roofs, plumbing; fire alarm, elevator, electrical, and HVAC systems; contract administration; and construction project management skills, normally acquired through a college diploma/university degree in a field related to building construction and facility management education, plus progressively responsible related experience in residential or commercial construction and project management.
  • Membership/eligibility for membership with the Ontario Association of Certified Engineering Technicians and Technologists (at the Technologist level).
  • Knowledge of and ability to comply with policies, procedures, collective agreements, insurance regulations, and legislation (e.g., health and safety, industrial and construction, building and fire codes).
  • Analytical, organizational, time management, problem solving, and continuous improvement skills to plan and develop capital plan objectives and priorities; organize and coordinate simultaneous capital programs and projects with conflicting deadlines and requirements; resolve potential problems before they become critical; and prepare cost estimates and mathematical analyses for financial and technical calculations (e.g., life-cycle, purchasing, maintenance, disposal).
  • Leadership, human relations, negotiation, and communication skills to supervise, train, develop, motivate, and support staff; administer contracts for contractors and consultants, including negotiating extra work, claims, and disputes; resolve conflicts; gain support and cooperation in determining priorities within capital plans; coordinate project requirements; conduct presentations, including open houses; respond to public inquiries; and participate as an effective team member.
    Ability to read and interpret policies, procedures, manuals, engineering and technical journals, design specifications, contracts, reports, legal documents, and memos. Ability to write inspection/audit reports, correspondence, reports, project agreements/contracts, and specifications.
    Computer skills using software such as Microsoft Office, AutoCAD, and project management and scheduling software.
  • Ability to participate in an official standby/on-call rotation to respond to legislated or time sensitive demands beyond regularly scheduled work hours.
  • Ability to travel within and outside Waterloo Region.
