The Senior Project Manager will lead the planning, execution, and delivery of application support, modernization, and enhancement initiatives. The role is responsible for overseeing project scope, schedules, resources, risks, and stakeholder communications while ensuring successful implementation of system improvements and operational objectives. The Senior Project Manager will coordinate activities across business and technical teams, monitor project performance, and ensure compliance with project management and organizational standards.

Responsibilities

  • Lead and manage all project activities supporting operations, maintenance, enhancements, and modernization efforts.
  • Develop and maintain project plans, schedules, milestones, and deliverables.
  • Coordinate project resources, priorities, and activities across business and technical teams.
  • Facilitate stakeholder meetings, status reviews, and project governance activities.
  • Monitor project risks, issues, dependencies, and mitigation strategies.
  • Oversee implementation of application enhancements, upgrades, testing, and deployment activities.
  • Ensure adherence to Software Development Life Cycle (SDLC), configuration management, and documentation requirements.
  • Track project performance metrics and provide executive-level status reporting.
  • Support business process improvement and workflow optimization initiatives.
  • Ensure successful communication and coordination between government stakeholders, business users, and technical teams
  • Other duties as assigned

Qualifications

  • High School Diploma or GED equivalent
  • 10+ years of experience in Project Management.
  • Project Management Professional (PMP) certification required.
  • Successfully pass background and drug screening

Preferred Qualifications:

  • Bachelor's degree in Business Administration, Information Systems, Project Management, Engineering, or a related field.

Knowledge, Skills and Abilities:

  • IIn-depth knowledge of and experience with IT Project Management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the Project Management Institute (PMI) in the Project Management Body of Knowledge (PMBOK).
  • Hands-on technical experience providing program management services and support to public sector organizations.
  • Demonstrated knowledge and experience with Federal Enterprise Architecture (FEA), CPIC, SDLC, IT Security Management, and Risk Management.
  • Knowledge of and experience with federal IT Investment laws, regulations and process including, but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2002, and FISMA. Familiarity with the federal laws, regulations and circulars listed in subsequent parts of this PWS.
  • Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.
  • Knowledge of OMB reporting requirements and adapting internal reporting to align with applicable external.
  • Ability to apply consistent management approaches to IT Portfolio Management that increases the quality of data through best practices and documentation.
  • Excellent verbal and written communication skills and leadership skills.
  • Knowledge and experience utilizing tools/methods to bring Human Centered Design into practice (e.g., Journey Mapping, Affinity Mapping, Storyboarding, etc.).
