Position Summary
Dhaka Technologies Limited Company is hiring a Public Health Subject Matter Expert on behalf of a client, a Massachusetts regional public health collaborative that is designing and piloting a nurse-delivered home visiting program for new mothers and caregivers of young children. The Subject Matter Expert is the public health voice on a small consulting team. The team's project lead drafts the program design, pilot plan, learning questions, and family-facing materials; the Subject Matter Expert validates each of them against current public health practice and the evidence on home visiting, joins discovery sessions with municipal public health directors and nurses, and delivers short learning sessions for local public health staff who are new to early childhood work. This is an advisory and review role, not a service delivery role. Home visits are made by the client's own public health nurses.
Responsibilities
- Review and validate the home visiting program design document, including the staffing model, referral sources, visit content, screening tools, and materials, against public health practice and the home visiting evidence base.
- Review the short-term pilot plan and its learning questions, tracking approach, and learning cadence, and recommend changes before the pilot begins.
- Review the plan and materials for engaging new mothers and caregivers directly, with attention to language access, trust, consent, and privacy.
- Participate by video in discovery sessions with municipal public health directors and public health nurses, and in selected monthly coordination check-ins.
- Review the landscape analysis of early childhood support groups for clinical and early childhood accuracy and completeness.
- Design and deliver three to four learning sessions of 60 to 90 minutes for public health directors and staff on topics such as maternal, child, and family health within the Foundational Public Health Services framework, home visiting models and evidence, and closed-loop referral practice.
- Present on the evidence and the pilot learning at one or two regional meetings, in person where scheduled.
- Provide written review comments within agreed turnaround times and participate in the team's internal quality review of deliverables.
Required Qualifications
- Doctorate (PhD, DrPH, or equivalent) in public health or a closely related field.
- Experience working with Massachusetts local or regional public health departments, a Massachusetts public health shared services collaborative, or a Massachusetts Department of Public Health program within the last five years.
- Experience designing, implementing, or evaluating maternal and child health initiatives, home visiting programs, or early childhood systems within the last five years.
- Working knowledge of the Foundational Public Health Services framework as adopted in Massachusetts.
- Ability to review program designs and plans critically and give clear, practical written feedback.
- Experience facilitating or teaching sessions for public health practitioners.
- Availability for about 6 hours per week on average from November 2026 through June 2027, with heavier involvement from November through January, and for one or two in-person meetings in the Greater Boston area.
- Must be authorized to work in the United States without employer sponsorship, now or in the future.
Preferred Qualifications
- Direct experience with a Massachusetts newborn or early childhood home visiting program, such as Welcome Family, Healthy Families Massachusetts, or a MIECHV-funded program.
- Experience with closed-loop referral systems used in community health settings.
- Experience advising municipal public health leadership or a multi-municipal collaborative.
- Spanish, Portuguese, or Arabic language ability.
Compensation and Schedule
$40 to $50 per hour on a 1099 independent contractor basis, paid against approved monthly invoices. Approximately 210 hours over the engagement, averaging 6 hours per week, scheduled around the candidate's other commitments. Travel for the one or two in-person meetings is reimbursed.
