Public Sector Business Development & Bid Executive – Northern Europe

STAR is expanding its public-sector business across Northern Europe, and we are looking for an ambitious Public Sector Business Development & Bid Executive to help us identify, develop and win new government and EU opportunities.

This is an excellent opportunity for someone at the beginning of their career who wants to build specialist expertise in business development, public procurement and international tendering.

You will work closely with our Chief Commercial Officer and wider STAR team to identify opportunities across Ireland, the UK, Sweden, the Netherlands, the Nordics and EU institutions.

What you will do

• Monitor government, public-sector and EU tender portals.
• Identify new opportunities relevant to STAR.
• Research government departments, agencies and public-sector buyers.
• Review and qualify tender opportunities.
• Maintain a pipeline of current and upcoming opportunities.
• Draft and coordinate tender responses.
• Manage tender documentation, deadlines and submission requirements.
• Build and maintain reusable tender content and supporting documentation.
• Track frameworks, contract renewals and upcoming procurement activity.
• Support the CCO in developing STAR's European public-sector sales strategy.
• Help develop relationships with government and public-sector organisations.

Experience in sales, business development, tendering, procurement, marketing or research would be beneficial, but we are also interested in strong graduates and early-career candidates.

Your first objective

Your initial focus will be to help us build a structured Northern European public-sector tender pipeline covering:

Ireland | United Kingdom | Sweden | Netherlands | EU Institutions | Wider Nordic and European markets

You will help turn that pipeline into high-quality tender submissions, framework positions and long-term public-sector contracts.
