Overview
TISTA is seeking a Quality Manager to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.
The Quality Manager owns program quality assurance, process compliance, and configuration management governance for TISTA's prime contract performance on the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting VA's supply chain and logistics Product Line. This position is independent of delivery execution and is accountable for ensuring that every deliverable, process, and configuration baseline meets VA standards, the Quality Assurance Surveillance Plan performance objectives, and TISTA's corporate quality management system. The Quality Manager operates the Process Auditing and DevSecOps Maturity Scoring programs that objectively measure each team's conformance to standardized processes, drives corrective actions to closure, and maintains the performance evidence that demonstrates Satisfactory or higher ratings across all QASP objectives.

Responsibilities
- Act as the primary accountable owner for program quality assurance, maintaining the Quality Management Plan and tracking performance to meet all QASP objectives.
- Serve as the strict quality control gate for all contract deliverables, ensuring accuracy, Section 508 compliance, and adherence to VA standards before submission.
- Lead recurring process audits and utilize a DevSecOps Maturity Model to objectively score and improve each Scrum team's Agile, testing, and security practices.
- Monitor customer feedback, deliverable rejections, and process gaps to drive root-cause analyses and ensure corrective actions are completed.
- Oversee the configuration management process, ensuring all software and non-software artifacts are correctly versioned, baselined, and tracked in VA-approved tools.
- Maintain compliance with corporate quality frameworks (CMMI, ISO 9001), track AI compliance clauses, and supply necessary records for government audits (e.g., OIG, GAO).
- Support business development by leveraging quality metrics and audit results to strengthen proposals, past performance narratives, and corporate growth plans.
- Mentor Scrum Masters, functional leads, and junior analysts on quality standards, and assist in interviewing new candidates for the quality team.
- Advance corporate thought leadership by refining reusable quality templates, leading communities of practice, and identifying ways to use AI for automated deliverable checks.
Qualifications
- 8+ years in federal IT quality assurance and configuration management, including 3+ years leading QA for multiple Agile or DevSecOps teams.
- Expertise in designing and operating process audit programs, DevSecOps maturity scoring models, and corrective/preventive action (CAPA) tracking.
- Highly skilled in Git-based configuration management, including maintaining baselines, branching strategies, and Version Description Documents.
- Proven experience managing QASP performance objectives, maintaining evidence libraries, and supporting federal CPARS and Performance-Based Service Assessments.
- Deep understanding of VA OIT governance frameworks, including the VIP Guide, PLM Transformation Playbook, and Technical Reference Model (TRM).
- Strong background acting as a program liaison for corporate quality systems, successfully supporting ISO 9001 certification audits and CMMI Level 3+ appraisals.
- Proficient in controlling deliverable quality, ensuring Section 508 document compliance, and maintaining full requirements traceability using Jira and ServiceNow.
- Experienced in monitoring compliance for AI-assisted delivery tools, ensuring adherence to federal trustworthy AI requirements and human-in-the-loop governance.
- Preferred background includes supporting VA supply chain products (e.g., IFCAP, Maximo) and utilizing root cause analysis techniques like the 5 Whys and fishbone diagrams to drive process improvements.
Certifications
- ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE) or ASQ Certified Software Quality Engineer (CSQE).
- SAFe Agilist (SA) or SAFe Scrum Master (SSM).
Education
- Bachelor's degree in Business, Information Systems, Engineering, or related field.
- Master's degree preferred.
- Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.
Location:
- Rockville, MD / Remote (CONUS).
- Travel: Up to 10%.
Pay Range:
- The suggested pay for this position ranges from $129,00 to $142,000.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
