Elite Talent Hub is a specialist in permanent staffing solutions for clients both nationally and internationally.

Our client is a leading international facilities management and services provider. They are seeking a commercially focused Senior Quantity Surveyor to plan and deliver lifecycle and capital works across a portfolio of PPP education facilities. This is a hybrid role with a Dublin base, split 50/50 between site or office and working from home. It would suit candidates based in Leinster or North Munster. The total package is worth circa €96,000. You will report to the Contracts Director, with an additional line to the Divisional Director.

You will take responsibility for circa €3-4 million of lifecycle and capital spend each year. The current programme covers three major capital projects and around eight smaller projects. The emphasis is on cost control, procurement, contract management and delivery. You will lead budget development, tendering, valuations, change control and final accounts, keeping every project within approved financial limits.

Key Responsibilities

  • Take responsibility for planning and executing the annual PPP lifecycle and capital works programme, circa €3-4 million of spend each year, currently three major capital projects and around eight smaller projects requiring project management oversight.
  • Lead budget development, tendering, valuations, change control and final account management across the programme.
  • Ensure every project is delivered within approved financial limits and contractual requirements.
  • Review project requests, analyse feasibility and deliverability, and manage client and stakeholder expectations.
  • Develop and maintain detailed programme schedules aligned with budget objectives, resource availability and delivery timelines.
  • Run procurement and contract management for contractors, consultants and suppliers, working closely with the framework vendor.
  • Identify value engineering opportunities and manage commercial and delivery risk, allocating risk owners.
  • Lead coordination across surveying, engineering, construction, procurement and regulatory teams, reporting regularly to senior leadership, clients and partners.
  • Control works and contractor programmes to best-practice health and safety standards, on budget and on time.
  • Provide governance and technical oversight to operational teams across the portfolio.
  • Establish and lead the account reconciliation process for completed works.
  • Ensure all works comply with relevant legislation, codes, environmental standards and safety regulations.

Requirements

  • A degree in quantity surveying or a related construction discipline.
  • Strong commercial quantity surveying experience: budget development, cost control, tendering, valuations, change control and final accounts.
  • Experience of procurement and contract management with contractors, consultants and suppliers.
  • Experience delivering a programme of capital, refurbishment or lifecycle works from planning through to completion.
  • A technical bias, with a sound understanding of building services and building fabric.
  • Strong governance, reporting and risk management, ideally with project office experience.
  • Working knowledge of health and safety law and construction regulations.
  • Ability to stay focused on day-to-day performance while pursuing longer-term opportunities.

What's On Offer

  • Total package worth circa €96,000
  • Basic salary up to €75,000, dependent on experience
  • Performance bonus of up to 10%
  • Company car and fuel card
  • €6,000 discretionary benefits fund
  • Hybrid working on a 50/50 basis between site / office and home - ideal for candidates based in Leinster or North Munster
  • Permanent full-time position with a leading international facilities management provider
  • Senior, high-visibility role leading a significant lifecycle and capital works programme
