Location: This is a hybrid (virtual/onsite) position with required onsite days on Monday, Tuesday and Thursday and may be assigned to any Consumers Energy Service Center located throughout Michigan's lower Peninsula. The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify).
GENERAL SUMMARY OF JOB RESPONSIBILITIES
The Regulatory Compliance Analyst will use detailed program management expertise to provide program and process support for compliance requirements and regulatory standards. Research, analyze, select, and apply program management concepts, approaches, techniques, and criteria to ensure compliance requirements are met; engage in industry discussions and forums to help steer the development of new and modifications to existing regulatory requirements; research testing and control methods used at Consumers Energy sites to ensure they are within regulatory standards. Familiarity with the techniques and concepts of compliance program detective, preventive, and corrective actions and controls is required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assist business unit subject matter experts with interpretations of the relevant NERC standards.
Assess business unit processes to determine if they satisfy the relevant regulations (NERC Standards, etc.) and, if not, recommend and oversee improvements to achieve compliance.
Contribute to the development of procedures that specify the standard work required to satisfy each NERC requirement.
Engage in discussions and forums to help steer regulatory compliance standards development and modifications to existing standards.
Manage and lead assigned compliance continuous improvement projects, as needed or directed.
Monitor and respond to federal and industry-level alerts and inquiries regarding the company's compliance programs.
Perform other duties as assigned or as necessary.
Perform risk control activities and review program procedures to identify gaps and update processes. Suggest and help implement process improvements and waste elimination initiatives.
Responsible for monitoring public utility commissions, industry events, and trends for changes in regulatory policies and procedures that could impact compliance with utility rate case filings, regulated program offerings, business practices, or other regulatory strategies.
Responsible for reviewing compliance evidence and documentation for accuracy and regulatory adherence. Develop action plans and risk controls to ensure regulatory objectives are met within established deadlines.
KNOWLEDGE/SKILLS/ABILITIES
Skill in analyzing and organizing technical data.
Ability to effectively manage multiple priorities, tasks, and assignments.
Understanding and familiarity with each regulation under purview and the ability to oversee the development of procedures that specify the standard work required to satisfy each NERC requirement.
Excellent written and verbal communication skills, with the ability to develop documentation for regulatory processes and procedures.
Possess sufficient familiarity with business processes to guide business unit subject matter experts toward compliant behavior.
Ability to maintain a safe, secure, and healthy environment by adhering to organizational standards, policies, and legal regulations; alerting others to potential concerns.
Ability to analyze processes and implement improvements through data analysis and control design.
Knowledge of regulatory laws and organizational structure, with skills and knowledge specifically applicable to the energy and utility industry.
Ability to perform compliance assessments that result in desired outcomes through effective controls and adherence to requirements.
Ability to analyze and interpret complex information, conduct research, and manage highly confidential and time-sensitive matters.
EDUCATION & EXPERIENCE
Bachelor's degree in Political Science, Engineering, Business, or a related discipline, with two (2) or more years of experience in compliance, risk management, auditing, and a strong utility operations background. Experience creating reports, learning new technology, change management, and data analysis. Experience managing technical cross-functional programs. For T&E and Operations: Experience in the operation, design, manufacturing, and/or repair of transmission and distribution electrical equipment or electrical systems. (Required)
(OR) Associate's degree with four (4) or more years of experience in compliance, risk management, auditing, and a strong utility operations background. Experience creating reports, learning new technology, change management, and data analysis. Experience managing technical cross-functional programs. For T&E and Operations: Experience in the operation, design, manufacturing, and/or repair of transmission and distribution electrical equipment or electrical systems. (Required)
(OR) High School Diploma/GED with six (6) or more years of experience in compliance, risk management, auditing, and a strong utility operations background. Experience creating reports, learning new technology, change management, and data analysis. Experience managing technical cross-functional programs. For T&E and Operations: Experience in the operation, design, manufacturing, and/or repair of transmission and distribution electrical equipment or electrical systems. (Required)
