Resilience Officer | 11311 | Permanent Contract x 2 | 37 hours per week | £38,510 to £40,444 per annum (Scale I) | Norwich

Help shape the future of resilience in Norfolk

We're looking for two talented and motivated Resilience Officers to join our ambitious and collaborative Resilience Team at Norfolk County Council (NCC).

This is an exciting opportunity to help strengthen resilience across Norfolk's communities, services and partnerships. Working across NCC, the Norfolk Resilience Forum (NRF) and a wide network of partner organisations, you will play an important role in helping Norfolk prepare for, respond to and recover from emergencies, major incidents and wider disruptions.

Norfolk is a unique and challenging resilience environment. From flooding, coastal risks and severe weather to cyber incidents, infrastructure disruption and public health emergencies, the county faces a diverse range of risks that require strong partnerships, innovative thinking and effective planning. As part of our team, you will help make a real difference to the resilience of Norfolk's communities and essential services.

About the team

The NCC Resilience Team provides organisational resilience leadership and supports multi-agency resilience activity through the NRF. We work closely with local authorities, emergency services, health partners, government agencies, voluntary organisations and community groups to strengthen preparedness, response and recovery arrangements across Norfolk.

We are building a modern resilience function that combines emergency preparedness and business continuity with organisational resilience, community resilience, risk management, organisational learning, recovery planning, data and insight, training and exercising, and continuous improvement.

About the roles

We are recruiting two Resilience Officers who will work across a varied portfolio of resilience activities.

Successful candidates will contribute to areas including:

  • Emergency preparedness and planning
  • Business continuity and organisational resilience
  • Risk management and organisational learning
  • Community resilience and recovery
  • Training and exercising
  • Project delivery and service improvement
  • Multi-agency partnership working
  • Emergency response arrangements


While all officers contribute across the team's work, each postholder will normally lead or support a defined portfolio of projects, partnerships and service areas. Current portfolios may include organisational resilience, local authority partnership working, community resilience, emergency preparedness and wider resilience improvement programmes.

About you

We're interested in people who can build relationships, deliver change and help solve complex problems.

You may already work in resilience, emergency management or business continuity. Equally, you might bring transferable experience from local government, health, emergency services, infrastructure, military, project management, policy, organisational development, risk management, training or related fields. We welcome applications from people who can bring fresh perspectives, new ideas and transferable skills that help strengthen resilience across Norfolk.

Hybrid and flexible working arrangements are available. This is a highly collaborative role involving regular engagement with colleagues, partners and communities across Norfolk. To support effective teamworking, learning, relationship building and operational readiness, postholders should expect to spend a significant proportion of their working time attending NCC and partner locations, typically around 60% of working time.
