Request for Proposals: Change Management Consultant Enterprise Transformation, Volunteer Engagement & Communications Reports To : Chief Executive Officer Engagement Type : Contract Consultant Term: 4-8 Months (with potential for extension) Location: Remote within Canada with occasional travel Introduction Girl Guides of Canada (GGC) is a national organization that empowers girls and youth to be leaders that are confident and connected. Supported by thousands of dedicated volunteers and staff across the country, GGC is evolving to meet the needs of future generations while remaining grounded in its mission and values. As part of its ongoing organizational evolution, GGC is undertaking significant transformation initiatives designed to modernize operations, improve volunteer and member experiences, strengthen organizational effectiveness, and build a more connected and sustainable future. Objectives Role Purpose The Change Management Consultant will lead the people side of transformation across major organizational, digital, operational, and cultural change initiatives. Working closely with executive leadership, project teams, staff, volunteers, and stakeholders, the consultant will be developing the enterprise change strategy, stakeholder/readiness approach, adoption measures, integrated change roadmap, and change reporting. This role requires a unique combination of change leadership expertise, stakeholder engagement capability, and strategic communications experience. The successful candidate will help ensure that transformation initiatives are delivered in a way that reflects the realities of a volunteer-led organization and strengthens trust, collaboration, and staff-volunteer partnership. A key focus of the role will be understanding volunteer perspectives and experiences, translating stakeholder insights into actionable recommendations, and working with organizational leadership to support their delivery of tactics and implementation of approaches. Scope of Work Key Responsibilities Enterprise Change and Transformation Leadership Synthesize and assess transformation work and architect an enterprise-wide change management plan to support successful transformation Develop and execute comprehensive change management strategies for organizational and digital transformation initiatives. Conduct stakeholder analyses, organizational impact assessments, readiness assessments, and change risk evaluations. Identify barriers to adoption and develop mitigation strategies to address organizational, cultural, operational, and behavioral challenges. Establish change governance frameworks and implementation approaches that support successful transformation outcomes. Develop enterprise-wide change methodologies, tools, and best practices. Monitor organizational readiness and adoption trends and provide recommendations to leadership. Support the integration of change management practices across multiple concurrent transformation initiatives. Promote a consistent and coordinated approach to organizational change across the organization. Support Leadership with a Strategic Overview of Change Advise executive leaders and project sponsors on change leadership strategies and stakeholder management approaches. Connect with leadership across GGC around change and transformation streams, identify dependencies, sequence risks and identify key decision points Engage change and transformation leaders to identify redundancies and enable their success Build strong relationships with senior volunteers, councils, advisory groups, and grassroots leaders Review and validate initiative-level change management plans to ensure they are comprehensive, practical, coordinated and aligned with the enterprise change strategy. Volunteer Engagement and Stakeholder Experience Ensure volunteers and stakeholders are actively engaged throughout the design, implementation, and evaluation of transformation initiatives. Serve as a champion for staff, volunteer and stakeholder perspectives throughout the transformation journey. Design and facilitate consultations, workshops, focus groups, listening sessions, and engagement activities. Develop engagement strategies that foster trust, participation, and collaboration and most importantly equip volunteers and employees to advocate, sell and promote change. Gather and synthesize stakeholder feedback to inform project decisions and implementation planning. Assess the impact of proposed changes on volunteers and develop recommendations to minimize burden and improve experience. Support the development of staff-volunteer partnership approaches that strengthen collaboration and shared accountability. Identify opportunities to improve volunteer satisfaction, engagement, and confidence during periods of change. Communications and Change Readiness Develop integrated communication approaches that help people understand, prepare for, build capability to coach, knowledge transfer and adopt change. Develop communication strategies that support awareness, understanding, readiness, adoption, and sustainability. Partner with Communications and project teams to ensure proactive, coordinated, and consistent messaging. Support organizational storytelling that reinforces the purpose, benefits, and outcomes of transformation initiatives. Oversee executive communications, presentations, leader toolkits, key messages, FAQs, briefing materials, and stakeholder resources. Support leaders in communicating change with transparency, empathy, and authenticity. Support staff in the development of communication plans that address varying stakeholder needs and levels of impact. Monitor stakeholder sentiment and communication effectiveness through surveys, feedback mechanisms, and engagement metrics. Identify and mitigate risks related to communication overload, misinformation, resistance, and change fatigue. Organizational Readiness and Adoption Support organizational preparedness and successful adoption of new technologies, processes, structures, and ways of working with employees. Design and implement readiness assessments and adoption strategies. Establish success measures and performance indicators for stakeholder readiness and change adoption. Develop change champions, ambassadors, and influencer networks. Coordinate training and learning activities in support of transformation initiatives. Monitor adoption outcomes and identify areas requiring additional support or intervention. Develop sustainability plans that reinforce new behaviours and ways of working. Prepare executive and project-level reporting on readiness, engagement, risks, and adoption progress. Support continuous improvement by identifying lessons learned and opportunities for future enhancements. Qualifications Bachelor's degree in Business, Organizational Development, Communications, Human Resources, Public Administration, Psychology, or a related discipline. Master's degree or advanced education in a relevant field is considered an asset. Minimum 7-10 years of experience leading complex change management initiatives. Demonstrated experience supporting large-scale organizational, digital, operational, or cultural transformation projects. Experience working within volunteer-based, member-based, nonprofit, or community organizations is strongly preferred. Experience consulting to executive leadership teams and senior stakeholders. Experience managing multiple priorities and initiatives simultaneously. Experience supporting technology implementations, service redesign, or organizational change programs. Also include an overview of 30 day plan and deliverables. Relevant experience: A description of your qualifications as per the above criteria, including examples of previous relevant work. Strategic approach: Your process for discovery, stakeholder consultation, facilitation, building alignment across different perspectives, and ensuring adoption of major organizational changes. Project plan: A proposed project plan with timelines, milestones, and expected consultant involvement. Team composition: Information about the team, relevant qualifications and roles, and who would lead day-to-day work with the CEO and senior leadership team. Cost proposal: A breakdown of costs by phase, including assumptions, expenses if applicable, and rates for optional additional support. All prices must be quoted in Canadian currency. If you cannot provide a fixed cost proposal for this project, please provide low and high estimates for each component of the project as well as the overall cost. Reasonable precautions will be taken to safeguard any part of the response identified as confidential or proprietary. Intellectual property of submitted materials remains with the proponent until a formal contract is signed. This RFP remains the property of GGC at all times . Proponents not submitting a response must immediately destroy all printed, graphic, and electronic documentation . All responses, once delivered, become the property of GGC. GGC does not intend to disclose the evaluation results before, during, or after the RFP process. The successful proponent will enter into a formal written agreement acceptable to GGC in such form as may be acceptable to GGC, at its sole discretion. If GGC and the selected proponent cannot reach an agreement, GGC may discontinue negotiations and negotiate with another compliant proponent. All proponents acknowledge and agree that GGC is not obligated to award a contract under this RFP or to retain the successful proponent for the services outlined in the RFP, unless in the sole discretion of GGC, a satisfactory agreement or agreements can be reached.
