Location: Washington and Oregon (Candidate will have the flexibility to work from their home office within Washington and Oregon) Schedule : Full-time; Exempt Travel : Candidate will travel about 25%-50% of the time primarily in Washington and Oregon but could extend to surrounding states. What You’ll Do Drive business development and growth within ORC’s Public Sector in the Northwest, with a focus on federally funded and public infrastructure projects, including DOT, transportation, airport, and municipal programs Build and maintain strong relationships with public agencies, transportation authorities, municipalities, consultants, and other key industry partners Identify and pursue new business opportunities by staying ahead of upcoming projects, funding initiatives, procurement opportunities, and agency needs Lead relationship-building efforts with prospective and existing clients, positioning ORC as a trusted Right of Way partner Develop strategies to secure new contracts, expand existing client relationships, and increase ORC’s presence in key public-sector markets Partner with operational leadership and proposal teams on pursuits, RFQs, RFPs, presentations, interviews, and other business development activities Maintain accurate and timely client, opportunity, and pipeline information within the Customer Relationship Management (CRM) system Represent ORC at industry conferences, association events, client meetings, and networking opportunities to strengthen relationships and increase market visibility Develop and maintain a written business development plan for the Division, including target clients, markets, opportunities, relationship strategies, and growth goals Track business development activity and results, providing regular updates on pipeline, pursuits, client engagement, and market opportunities Collaborate across ORC to leverage relationships, expertise, and past performance to pursue and win strategic public-sector work We’re Looking for Someone Who Brings creativity and fresh thinking to business development strategies, client engagement, and market growth Leads by example and is comfortable mentoring, influencing, and supporting others Works efficiently under tight deadlines while balancing multiple priorities, pursuits, and client needs Communicates clearly and professionally — verbally, in writing, and through strong interpersonal and listening skills Thinks analytically, solves problems effectively, and brings strong negotiation skills to client and business discussions Is persuasive, confident, and comfortable presenting ideas and building buy-in Builds trusted relationships and interacts professionally with individuals at all levels, both inside and outside the organization Brings a collaborative, results-driven mindset and follows through on commitments Where You Fit This posting covers a single level. The base pay range is $115,000 – $130,000 per year + Commission, and your offer will reflect your experience, demonstrated skills, and what you demonstrate throughout the interview process. Minimum Requirements Minimum of three years of experience in the Right of Way, transportation, civil engineering, infrastructure, construction industry and/or public agency Minimum of two years of sales or business development experience, with a demonstrated ability to establish and grow long-term client relationships Experience working in a business-to-business and/or professional services sales environment Experience supporting or leading the proposal and pursuit process, including RFQs/RFPs, pricing strategies, teaming, and staffing plans Demonstrated experience developing and executing strategic business development or market plans that result in new opportunities and contract wins Working knowledge of CRM systems, including maintaining client and opportunity data, managing pipelines, and reporting on business development metrics Strong understanding of public-sector procurement processes and relationship-driven business development Proficiency with Microsoft Office Suite, specifically Excel, Word, and Outlook Must have an iOS or Android smartphone to access ORC systems Valid driver’s license required Relocation and per diem are not provided. To avoid conflicts of interest, employees are prohibited from performing any services for clients or perceived clients during nonworking time that are normally performed by ORC, including the sale of real estate. Physical Requirements: While performing the duties of this job, it requires a combination of office-based and field work. Employees will spend prolonged periods sitting and performing computer-based tasks, including typing, data entry, and virtual communication, while also regularly traveling to landowner properties, project sites, and government facilities, some of which may be in rural or remote locations with limited accessibility. Driving is an essential function of the role and may involve extended periods and long-distance travel. Fieldwork may require walking over uneven terrain, standing, or navigating outdoor environments, with routine exposure to varying weather conditions such as heat, cold, rain, and snow. The role also involves frequent interaction with a diverse range of individuals, including landowners, government officials, and members of the public, requiring the ability to communicate effectively and maintain professionalism across differing personalities and potentially challenging situations. Flexibility in scheduling is necessary to accommodate travel, site access, and stakeholder availability, along with adherence to safety protocols in both office and field settings.
