Overview:

The CDC Foundation is seeking a mission-driven and highly organized Associate Director of Finance to support the Kentucky Rural Health Transformation Program (RHT). The Kentucky RHT is a statewide initiative funded through the Centers for Medicare & Medicaid Services (CMS) to transform healthcare delivery across rural Kentucky. The program operates across five interdependent initiatives — Rural Community Hubs, PoWER (perinatal health), Rapid Response to Recovery (behavioral health and crisis care), Rooted In Health (integrated/oral health), and Crisis To Care (community trauma care and EMS) — coordinated by a central program office. This role sits at the center of that coordination.

The RHT Associate Director of Finance provides leadership and oversight for financial compliance, reporting, and grant administration, ensuring adherence to federal and state requirements and the accuracy of program financial information. The RHT Associate Director of Finance leads a financial compliance team and collaborates with executive leadership, program teams, and partner divisions to manage financial reporting, contracts, budgets, and grant-related activities.

The ideal candidate brings grants and financial management expertise, strong knowledge of federal and state grant requirements and a demonstrated ability to lead complex financial compliance and reporting activities. They are a collaborative, detail-oriented leader who can communicate financial information to executive and programmatic audiences, and coordinate across diverse teams to ensure accurate reporting, sound fiscal management, and regulatory compliance.

Required Qualifications:

  • Minimum of five years’ of relevant experience as a grants administrator, preferably at the state level.
  • Ability to work independently and exercise sound judgment in a fast-paced, evolving program environment.
  • Understanding of federal and state grant financial regulations.
  • Experience in eMARS, the Kentucky Financial Reporting System.
  • Strong understanding of the federal grant reporting requirements, including FFRs.
  • Demonstrated leadership experience with the ability to effectively communicate with diverse workgroups, producing preferred results.
  • Excellent written and verbal communication skills, including experience preparing executive-level materials.
  • Microsoft Office proficiency.


Preferred Qualifications:

  • A bachelor's degree in business or public health preferred; however, equivalent experience may substitute for formal education.
  • Financial grant experience.
  • Experience supporting grant program implementation, financial quality improvement, grant program evaluation, financial data collection, or subrecipient monitoring preferred.


Responsibilities:

  • Reports to Director of Finance and Compliance.
  • Leads financial Compliance and Reporting Team.
  • Presents financial reports for Executive and Programmatic leadership, ensuring accuracy and noting any causes for discrepancies.
  • Collaborates with Budget Analyst to meet Executive Leadership needs. Examples may include: communicating leadership directives to the budget team to produce accurate forecasts.
  • Manages relationships with other department divisions participating in RHT projects, ensuring proper reporting and documentation of relevant expenditures.
  • Leads CMS financial reporting compilation.
  • Leads MOAB financial reporting compilation.
  • Assists with preparing and coordinating budget revision documents as needed to CMS.
  • Collaborates with data reporting team and grant reporting leads to ensure all reporting needs are met for program.
  • Oversees entry of all contractual obligations and coordinates with multiple parties to ensure all programmatic needs are captured with contract request.
  • Ensures all contracts are represented correctly in both eMARS, RHTGA and CMS reporting system.
  • Other special projects as needed and deemed appropriate by Director of Finance and Compliance.

Special Notes:

This project is 100% funded by the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) for a total of $212.9 million in budget year 1 with 100% by CMS/HHS. The Rural Health Transformation (RHT) grant spans five budget periods aligned with federal fiscal years (FY2026–FY2030). Funding is disbursed annually by CMS based on achievement of performance metrics. This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and Kentucky Department for Public Health in order to best support the Kentucky Department for Public Health in their public health programming.

This position is currently a hybrid position. CDC Foundation retains the right to make adjustments to this as required.
