Position Overview

Intuitive Safety Solutions (ISS) is seeking an experienced Safety Program Manager to provide long-term Environmental, Health & Safety (EHS) program support for a large organization with operations throughout Northern California.

This position will serve as a key regional safety resource, combining EHS program leadership and administration with significant field engagement. The Safety Program Manager will partner with operational leaders, employees, contractors, and safety professionals to strengthen regulatory compliance, identify and control workplace hazards, investigate incidents, deliver safety training, analyze safety performance, and support continuous improvement initiatives.

The preferred candidate will be based in the Stockton or Sacramento area, with Stockton preferred. The role will support multiple Northern California locations, including the Stockton, Sacramento, Chico, Dixon, Livermore, Oroville, Lucerne, and Sonoma areas.

Key Responsibilities

• Provide day-to-day leadership and administration of regional EHS programs, policies, and initiatives.
• Interpret and apply applicable federal, state, and local occupational safety and health requirements, including California-specific requirements.
• Conduct field safety observations, inspections, assessments, and operational reviews across multiple locations.
• Identify workplace hazards, evaluate risk, and recommend practical engineering, administrative, and work-practice controls.
• Provide technical expertise in key safety disciplines, particularly:
• Confined space
• Lockout/Tagout (LOTO)
• Electrical safety
• Contractor safety
• Vehicle and driver safety
• Lead or support investigations of incidents, injuries, near misses, and other safety events.
• Facilitate root cause analysis and assist operational teams with developing and tracking corrective and preventive actions.
• Analyze safety metrics, leading and lagging indicators, incident trends, and other EHS data to identify opportunities for improvement.
• Support contractor safety programs, including contractor expectations, field compliance, and performance improvement.
• Develop, coordinate, and deliver instructor-led safety training.
• Deliver training in areas including LOTO, hot work, heat illness prevention, stop-work authority, and forklift safety/certification.
• Support emergency safety needs and provide technical guidance to operations as necessary.
• Partner with management and employees to strengthen employee engagement, hazard recognition, stop-work practices, and overall safety culture.
• Assist with continuous improvement of safety programs, procedures, training materials, and management systems.
• Maintain accurate EHS documentation, records, reports, and program materials.
• Communicate effectively with stakeholders ranging from field employees and contractors to operational and senior leadership.

Qualifications

Required

• Bachelor's degree in Occupational Safety, Environmental Health & Safety, Engineering, or a related discipline and/or equivalent relevant professional experience.
• Minimum of 3 years of safety experience within a utility environment, or comparable safety experience supporting construction, emergency response, water/wastewater, infrastructure, or similar field-based operations.
• Demonstrated knowledge of occupational safety regulations and industry best practices.
• Practical experience conducting field safety assessments, hazard analyses, risk assessments, and incident investigations.
• Working knowledge of LOTO, confined space, electrical safety, contractor safety, and vehicle/driver safety programs.
• Experience delivering safety training to field-based employees.
• Strong written and verbal communication skills.
• Strong analytical, organizational, regulatory interpretation, and problem-solving capabilities.
• Ability to work independently while collaborating effectively with operational and safety teams.
• Ability and willingness to travel throughout Northern California approximately 20-40% of the time, including occasional overnight travel.

Preferred

• Experience supporting utilities, water/wastewater operations, construction, infrastructure, or other field-intensive environments.
• Certified Safety Professional (CSP) designation.
• Certified Industrial Hygienist (CIH) designation.
• OSHA 30-Hour Construction or General Industry training.
• Experience managing or supporting contractor safety programs.
• Experience analyzing EHS metrics and using data to identify trends and drive corrective actions.
• Familiarity with California occupational safety and health requirements.

Work Environment & Schedule

This position is expected to work approximately 40 hours per week and will combine office, field, and limited remote work.

The anticipated work allocation is approximately:

• 40% office-based
• 40% field-based
• 20% remote

The Safety Program Manager is expected to work onsite approximately four days per week, with the potential for up to one work-from-home day per week based on operational needs.

Routine overtime is not anticipated. Occasional after-hours or weekend availability may be required to support emergencies or significant safety events.

Regional travel is expected to average approximately 20-40%, with occasional one- to two-day overnight trips throughout Northern California.

• Onboarding: Approximately 10 hours of client-specific EHS onboarding and systems orientation is anticipated
