Position Summary:
The Advocacy Manager develops and executes campaigns that engage supporters, advance policy change, and build community power. This role will drive work on civil rights and racial justice, immigrant rights, community safety, anti-hate policy, and other emerging issues affecting AAPI communities.
About Stop AAPI Hate and Stop AAPI Hate Action
Stop AAPI Hate is a US-based coalition dedicated to fighting racism and discrimination against Asian Americans and Pacific Islanders. We strive to advance the multiracial movement for equity and justice by raising awareness about anti-AAPI hate, working in solidarity with allied communities, and advocating for comprehensive solutions that tackle the root causes of race-based hate. Stop AAPI Hate is fiscally sponsored by Asian Americans for Civil Rights & Equality (AACRE).
In 2026, we launched Stop AAPI Hate Action, a 501(c)(4) organization that expands our ability to build AAPI civic and political power and engage more directly in electoral and voter engagement work.
About Chinese for Affirmative Action (CAA) and AACRE
Chinese for Affirmative Action is a founding partner of Stop AAPI Hate (SAH), and one of thirteen organizations in the AACRE network. Together, these relationships reflect CAA's five-decade role as a hub for Asian American organizing: CAA incubates and supports coalitions like Stop AAPI Hate, while also anchoring AACRE, the broader network that provides fiscal sponsorship and infrastructure to social justice groups across the AAPI community.
CAA itself was founded in 1969 to protect the civil and political rights of Chinese Americans and to advance multiracial democracy in the United States. Today, CAA is a progressive voice in and on behalf of the broader Asian American and Pacific Islander community, advocating for systemic change that protects immigrant rights, promotes language diversity, and remedies racial and social injustice.
AACRE, launched by CAA in 2014, focuses on long-term movement building, capacity infrastructure, and leadership support for Asian Americans and Pacific Islanders committed to social justice. AACRE provides centralized fiscal sponsorship, administrative, and operational support to its member groups, including SAH.
Position Description
The Advocacy Manager is a key member of Stop AAPI Hate’s advocacy team and will help develop and execute campaigns that build community power, advance policy change, engage supporters, and strengthen AAPI civic participation.
This position will work on core Stop AAPI Hate priorities including civil rights and racial justice, immigrant rights, community safety, anti-hate policy, and other emerging issues affecting AAPI communities.
While the role is primarily dedicated to Stop AAPI Hate and Stop AAPI Hate Action, the Advocacy Manager will also contribute to aligned CAA advocacy and civic engagement work, including supporting campaigns, community mobilization, and other shared priorities where capacity allows.
The Advocacy Manager collaborates closely with colleagues across Policy, Communications, Data and Research, and other teams, as well as with outside partners, consultants, vendors, community leaders, and volunteers.
Key Responsibilities
Advocacy and Campaign Leadership

Develop, lead, and manage high-impact advocacy campaigns that advance policy priorities, build community power, and translate policy goals into organizing strategy in partnership with Policy, Communications, and Data and Research.

Identify emerging advocacy opportunities and build campaign plans that integrate digital engagement, grassroots organizing, coalition engagement, media, and storytelling.

Build and steward partnerships with community-based organizations, government officials, movement partners, and other stakeholders; convene partners around shared advocacy goals.

Organize advocacy actions, briefings, press events, trainings, and other public-facing activities.

Create meaningful opportunities for volunteers and supporters to participate in advocacy, including calls to action, public testimony, legislative engagement, community education, storytelling, and other forms of civic participation.

Represent Stop AAPI Hate and, as appropriate, CAA in public forums, workshops, conferences, advocacy meetings, media opportunities, and donor and stakeholder engagements.
Civic and Voter Engagement

Lead voter contact and mobilization programs by developing and implementing voter education, persuasion, turnout, and other civic engagement efforts, including multilingual, in-language, identity-based, and community specific outreach.

Recruit, train, and develop volunteers and volunteer leaders by building strong systems for onboarding, retention, leadership development, and ongoing engagement that carries beyond individual campaigns and election cycles.

Manage voter engagement infrastructure, data, and performance by working with staff, vendors, contractors, and partners on voter universes, campaign tools, and program operations; setting goals and tracking key metrics; and using data, volunteer feedback, and field experience to continually refine strategy.
Community and Supporter Engagement

Help build a long-term engagement strategy for Stop AAPI Hate supporters, volunteers, and action-takers, creating pathways for people to deepen their involvement through organizing, advocacy, training, storytelling, media engagement, research support, digital action, and leadership opportunities.

Build relationships with highly engaged supporters through one-on-one engagement and leadership development, and creating trainings, toolkits, and other resources that strengthen their ability to advocate, organize, and represent Stop AAPI Hate in their communities.

Work across teams to connect supporters with emerging campaigns, rapid response efforts, and other opportunities for meaningful engagement.
Communications and Mobilization

Collaborate with the Communications team to develop mobilization strategies and campaign communications.

Draft advocacy emails, calls to action, talking points, volunteer communications, social media content, toolkits, and other campaign materials.

Help identify and develop community members, volunteers, and other stakeholders who can serve as storytellers, spokespeople, or public advocates.

Support rapid-response advocacy and mobilization around emerging events affecting AAPI communities.

Translate complex policy and advocacy issues into accessible messages and meaningful actions for supporters and the broader public.
Grants, Contracts and Management

Manage vendors, consultants, and contractors supporting advocacy, organizing, civic engagement, and voter outreach programs.

Ensure projects are delivered effectively on time, within budget, and consistent with contractual and compliance requirements.

Assist in preparing and monitoring program and team budgets.

Contribute to fundraising and development activities, including grant proposals and reports, donor updates, and fundraising events as needed.

Maintain strong project management systems and ensure appropriate documentation, evaluation, and reporting for major initiatives.
Staff Supervision

Supervise the Stop AAPI Hate Advocacy Coordinator and potentially other staff or temporary team members as programs grow.

Set clear goals and expectations, assign and prioritize work, provide regular coaching and feedback, and support professional growth.

Ensure that supervisory practices align with organizational policies, provide developmental and corrective feedback, and implement AACRE guidelines for progressive discipline if necessary

Develop team workplans and systems that promote accountability, collaboration, learning, and sustainable workloads.

Conduct performance evaluations and address performance or workplace issues consistent with organizational policies.

Organizational Leadership

Participate actively in Stop AAPI Hate advocacy strategy development and organizational planning.

Lead cross-functional projects and teams involving multiple departments or coalition partners.

Contribute analysis, recommendations, and strategic thinking about emerging political, policy, community, and movement-building opportunities.

Help strengthen collaboration between Stop AAPI Hate, Stop AAPI Hate Action, CAA, coalition partners, and external organizations.

Contribute to a positive and inclusive organizational culture grounded in our values.
Other Duties

Support CAA advocacy, organizing, or civic engagement initiatives when strategically aligned with Stop AAPI Hate priorities or when organizational needs require additional capacity.

Contribute to fundraising and development activities as needed.

Perform administrative and operational duties necessary to support successful campaigns and programs.

Perform other duties as assigned in support of the overall mission of Stop AAPI Hate, Stop AAPI Hate Action, and CAA.
Required Qualifications
-
Strong commitment to the mission and values of Stop AAPI Hate and CAA, including a commitment to social justice, racial equity, civil rights, and civic engagement
-
Experience and cultural competence working with AAPI communities in a social justice, organizing, advocacy, or civic engagement context
-
At least 5-6 years of professional experience in organizing, advocacy, civic engagement, electoral campaigns, voter engagement, or related work.

At least 2-3 years of experience recruiting, training, managing, or developing volunteers, grassroots leaders, or organizers.
-
Demonstrated experience developing and implementing advocacy, organizing, or civic engagement campaigns and building relationships with community organizations, coalitions, stakeholders, and leaders.

Strong project management skills, including the ability to manage multiple priorities, timelines, partners, and workstreams in a fast-moving environment.

Strong written and verbal communication skills, including public speaking and producing advocacy and public-facing communications.
-
Proactive, self-motivated, and able to take initiative, solve problems, and exercise sound judgment.

Ability to attend Bay Area, Los Angeles, and other regional activities as needed.
Preferred Qualifications

Experience with VAN or other voter file systems and electoral campaign data.

Experience with dialers, texting platforms, volunteer management systems, CRMs, and other organizing technology.

Experience designing or managing voter contact programs.

Experience with multilingual, in-language, or community-specific organizing and outreach.

Experience developing volunteer leadership or supporter engagement programs.

Familiarity with 501(c)(3) and 501(c)(4) advocacy and electoral environments.

Knowledge of digital organizing and engagement best practices.

Experience working on multi-state or national advocacy campaigns.
