Description

The Office of Inspector General (OIG), Office of the Chief Information Officer (OCIO), provides enterprise IT services supporting approximately 2,000 end users across more than 60 global locations. OCIO delivers and sustains critical IT capabilities essential to the OIG mission, including database services, application support, IT asset management, mobile device management, domain services, networking operations, and service desk support.

The Scrum Master / IT Project Manager is responsible for guiding Agile/Scrum execution and the planning, coordination, execution, monitoring, and delivery of complex IT and ServiceNow projects and major technical workstreams. This role facilitates Agile ceremonies, manages sprint commitments, removes impediments, and supports continuous improvement across delivery teams. The position combines traditional project management disciplines with Agile/Scrum delivery leadership to ensure Government priorities are successfully delivered

Responsibilities

• Lead Agile/Scrum execution for ServiceNow platform and solution-development efforts.
• Facilitate all Scrum ceremonies including backlog refinement, sprint planning, daily Scrum, sprint reviews/demos, and retrospectives.
• Coordinate sprint goals, commitments, priorities, and team capacity.
• Identify, track, and remove impediments impacting delivery across functional and technical teams.
• Manage and communicate dependencies across development, QA, architecture, product owners, and Government stakeholders.
• Monitor velocity, delivery cadence, sprint performance, and key Agile metrics.
• Facilitate alignment and collaboration among product owners, architects, developers, testers, cybersecurity teams, and Government representatives.
• Support release planning, readiness activities, and alignment with ServiceNow deployment cycles.
• Maintain transparency into team progress, risks, and delivery expectations.
• Drive Agile continuous improvement across teams, ceremonies, workflows, and communication practices.
• Ensure Agile practices are followed and adapted to meet Government requirements and enterprise constraints.
• Works closely with the Contract Program Manager and other stakeholders to ensure Government priorities are translated into executable plans, appropriately prioritized backlogs, coordinated sprint activities, measurable milestones, and successful releases.
• Responsible for maintaining project-level visibility into scope, schedule, resources, risks, issues, dependencies, deliverables, Agile performance, and Government decision requirements.

Qualifications

• Active Secret clearance.
• IAT Level II certification (e.g., Security+ CE or equivalent).
• Bachelor’s degree.
• Scrum Master certification.
• 4+ years of experience leading Agile/Scrum, software delivery, or IT project coordination.
• 2+ years of Scrum Master or delivery‑lead experience on software, platform, or enterprise IT programs.
• Strong understanding of Agile/Scrum principles, delivery cycles, sprint execution, and backlog management.
• Proven ability to facilitate discussions

Preferred Qualifications

• ServiceNow delivery experience, supporting ITSM, ITOM, platform enhancements, or solution development.

• CSM, PSM, or SAFe SSM; ServiceNow CSA or CIS.

• PMP Certification.

• Experience delivering ServiceNow solutions that retire legacy tools.

Work Schedule: This opportunity may offer hybrid and/or remote flexibility, providing options to work onsite, remotely, or a combination of both based on business and team requirements. Length of Assignment:The base assignment period for this role is scheduled from October 6, 2026, through May 7, 2027.

This position is contingent upon contract funding. Applicants selected offered but cannot begin work until funding has been confirmed.

$120,000 - $140,000
