Background
The Global Initiative Against Transnational Organized Crime (GI-TOC) is an independent civil society organization headquartered in Geneva, Switzerland, with a globally dispersed Secretariat working across 43 countries. Founded in 2013, GI-TOC brings together a global network of more than 810 independent experts and a team of over 150 staff dedicated to understanding and responding to organized crime. Through research, analysis, policy engagement and support to civil society actors, GI-TOC works to deepen understanding of organized crime and strengthen effective, rights-based responses.
The GI-TOC works to:
- Identify, analyse and map criminal trends and patterns of regional instability, and their impact on illicit flows, governance, development, security, conflict and the rule of law.
- Connect and support civil society actors working on organized crime and corruption, and on their links to instability and conflict.
- Strengthen local monitoring and analysis of national, regional and international organized crime and insecurity trends.
Job Summary
The Haiti and Caribbean Observatory is GI-TOC’s flagship analytical platform on Haiti and the region. Its work reaches the diplomats, UN officials and donors who set the international response.
We are looking for a Senior Analyst to give it greater depth and reach. You will lead field-grounded research on criminal groups, violence, governance and illicit economies, write the reports and briefs that frame decisions in Port-au-Prince, and key capitals, and coordinate the research of others. This is a senior position for a self-driven analyst who writes at the highest level, works comfortably in policy circles, and can coordinate the research of others. The primary focus is Haiti, with scope to extend thematic and regional work across the Caribbean Basin.
Main Responsibilities and Specific Tasks
- Produce original, in-depth qualitative analysis on criminal groups, violence, political developments and the political economy of crime in Haiti.
- Draft policy reports and policy briefs, from concept to final text, with a high degree of autonomy.
- Coordinate the research of colleagues, researchers and consultants, and consolidate their contributions into coherent, publication-ready reports.
- Conduct demanding fieldwork in Haiti and maintain a network of interlocutors to access reliable information.
- Engage with diplomats, UN officials, donors and civil society; brief, present and represent GI-TOC at key meetings and conferences.
- Help shape the Observatory’s research agenda and develop new thematic and regional lines of work in the Caribbean.
- Contribute to proposals and donor reporting.
- The successful candidate must have availability and readiness for field work activities.
Required Skills and Experience
The successful candidate will be able to demonstrate the following experience and skills:
- At least five years of professional experience in think tanks, the United Nations, or policy work.
- Master’s degree or PhD in political science, international relations, security studies, social sciences or a related field.
- Exceptional research skills and a proven record of writing complete policy reports and briefs. A strong qualitative profile is the core requirement; quantitative skills are an asset.
- A researcher profile is an asset.
- Perfect English, written and spoken. French and Haitian Creole are strongly desirable.
- Proven ability to work independently, meet tight deadlines, and work across time zones.
- Ability to conduct challenging fieldwork and to travel to Haiti regularly. GI-TOC acknowledges the hardship this implies and provides safety and security support.
- Sound judgment, discretion on sensitive information, and the ability to engage credibly at a senior level.
GI-TOC operates a flexible working environment and encourages staff to achieve a suitable work-life balance and supports professional development and learning.
Only short-listed candidates will be contacted.
