Salary Range: $131,866.00 To $161,741.00 Annually

Oxford GC is seeking an experienced Program Manager to lead complex healthcare information technology and transformation initiatives supporting a cabinet level agency. The Program Manager will oversee a portfolio of projects and provide leadership across program planning, execution, risk management, stakeholder coordination, and performance management. The successful candidate will have extensive experience managing large and small IT projects, leading multidisciplinary teams, and delivering enterprise-level solutions within cost, schedule, scope, and performance requirements. This position requires a strong understanding of informatics, systems development, business-process transformation, and Lean-Agile delivery practices. This is a remote position.

Key Responsibilities:

  • Manage a portfolio of information technology, informatics, modernization, and transformation projects.
  • Provide overall program leadership, governance, planning, execution, monitoring, and reporting.
  • Develop and maintain integrated program plans, schedules, budgets, milestones, and performance measures.
  • Manage program scope, cost, schedule, quality, resources, dependencies, and deliverables.
  • Identify, assess, track, and mitigate program risks and issues.
  • Coordinate activities across Government stakeholders, technical teams, operational personnel, vendors, and subcontractors.
  • Lead multidisciplinary teams responsible for business, clinical, technical, training, and change-management activities.
  • Support the full systems development life cycle, from requirements and solution planning through implementation and sustainment.
  • Apply strategic information planning, business-process reengineering, and organizational management practices.
  • Facilitate executive briefings, governance meetings, program reviews, and decision-making sessions.
  • Ensure program activities comply with contractual requirements, quality standards, security requirements, and applicable federal policies.
  • Use SAFe Lean-Agile principles and practices to improve delivery, empower high-performing teams, and promote continuous improvement.
  • Support organizational change, operational readiness, adoption, and sustained performance improvement

Minimum Qualifications:

  • Master’s degree in health informatics, information technology, business administration, healthcare administration, engineering, public health, or a related discipline.
  • At least 15 years of relevant professional experience.
  • Demonstrated experience managing diverse IT projects of varying size and complexity.
  • Experience managing a portfolio of concurrent projects or workstreams.
  • Strong knowledge of the full systems development life cycle.
  • Experience with enterprise IT environments, strategic information planning, business-process reengineering, and organizational management practices.
  • Demonstrated ability to manage programs to established cost, schedule, scope, quality, and performance objectives.
  • Experience identifying, evaluating, and mitigating program risks.
  • Demonstrated understanding of SAFe Lean-Agile principles and practices.
  • Experience leading cross-functional teams and communicating with senior executives, customers, technical personnel, and operational stakeholders.
  • Strong written communication, facilitation, presentation, and executive-reporting skills.
  • Ability to satisfy applicable agency suitability and background-investigation requirements.

Preferred Qualifications

  • Experience supporting large federal healthcare organization.
  • Experience leading healthcare informatics, interoperability, electronic health record, digital health, data, or enterprise modernization initiatives.
  • Project Management Professional certification.
  • SAFe, Scrum, Agile, or related certification.
  • Experience managing federal contractors, subcontractors, and geographically dispersed teams.
  • Familiarity with federal acquisition, security, privacy, accessibility, and quality-management requirements.
