About ACT-IT
ACT-IT is a leading IT solutions provider in Curaçao. We deliver IBM system administration and application development services to the local governments and other clients across the ABC Islands. The systems we build & manage run border control, justice, and regulatory oversight.
Why this role
When a border officer, a court clerk, or a regulator uses one of our systems, it does what you specified. You decide what “correct” looks like before anyone writes code, and you make sure the team builds it that way. You also keep the team moving as its Scrum Master.
Full time, permanent, 100% remote from Colombia
What you will do
Gather and specify requirements across the whole operational flow, and stand behind them when challenged.
Turn the client’s laws, rules, and policies into system behavior that can be tested and validated.
Map the manual fallback procedures for when automation fails. That is where most real incidents happen.
Prepare and support the client’s acceptance testing (UAT), and decide whether a finding blocks a release.
Review the Business Analyst’s stories before they enter the sprint, and guide them toward the harder requirements.
Run the team’s Scrum ceremonies, chase impediments until they are closed, and help the team improve how it works.
What you bring
5+ years as a Business Analyst in complex or regulated environments such as government, banking, fintech, or insurance, plus experience facilitating a Scrum team. Other complex industries are welcome.
Advanced requirements engineering: you turn legislation & policy into behavior someone can verify.
Demonstrated Scrum facilitation skills and the ability to guide stakeholders, from end users to client management.
Technical analysis at the interface and data level. You write SQL or analyze data in an equivalent way.
English B2 or higher. Requirements, documentation, and meetings with the internal & client teams are in English.
A college / university degree.
Nice to have
Experience with government systems
Advanced SQL
PSM or CSM certification, IIBA, IREB or BPMN training
International or multinational experience

How we work
This is two roles in one, on purpose, and Analysis comes first. You spend time with end users where the work happens, because requirements written only in a meeting room go stale fast.
As Scrum Master, your goal is a team that organizes itself and does not wait for you. A Product Owner / Team Lead handles people management, and we agree on that boundary with you up front.
You work remotely from Colombia with teams in Curaçao, one hour apart, and travel to the island a few times a year.
AI in our work
Our systems are starting to support decisions about people. That calls for requirements with accuracy targets, human oversight, and explainability, and few analysts have written those. You would learn it here.
What we offer
COP 8,000,000 to 12,500,000 gross per month
Permanent full-time contract with all legal benefits
100% remote, plus a few trips to Curaçao a year
Open to candidates based in Colombia only, as the contract is with a Colombian legal entity
ACT-IT has a dedicated team of remote developers and system administrators in Colombia. Because they have a legal entity in Colombia, they provide COP salaries and the full set of Colombian benefits.
How to apply
Apply on this page with your CV in English. If you like, add a few lines about a requirement you specified badly and what you changed afterwards.
ACT-IT is an equal opportunity employer. We select on ability and potential, regardless of age, gender, origin, disability, religion or sexual orientation.
