The City is seeking a Senior Environmental Engineer/Scientist to serve as a designated professional under the Joint Practice Standard for Professional Responsibilities in Completion and Assurance of Reclamation and Remediation Work in Alberta. In this crucial position, you will manage a portfolio of contaminated sites within the City’s Contaminated Site Management Program—making important decisions on site prioritization, contaminant management, and financial liability reporting. Acting as a trusted technical authority, you will collaborate with key internal departments, including Law and Finance, while representing the City on task forces, managing public and Council inquiries, and negotiating with regulators to balance strict compliance with fiscal responsibility. As an expert resource, you will provide strategic oversight across project planning, design, and construction, standards development, and risk mitigation. This role demands deep knowledge of Alberta’s environmental regulations, exceptional technical judgment developed through practical experience in environmental site assessment, remediation and risk management, and the drive to evaluate complex operational risks. Evaluate complex environmental data to prioritize sites within the Contaminated Site Management Program (CSMP), designing sound remediation, exposure control, and risk management strategies while applying soil/groundwater chemistry principles Prepare and authenticate professional work products (e.g., technical reports, remediation designs, risk assessments) in accordance with your professional association (i.e. APEGA, AIA) and City quality management standards Act as the internal technical expert providing pragmatic environmental solutions across City departments for capital and operating projects, including the construction, rehabilitation, and maintenance of City assets Determine site-specific environmental criteria and guidelines based on land use and receptors to ensure all work complies with the Alberta Environmental Protection and Enhancement Act, Municipal Government Act, local bylaws and other relevant legislation Evaluate environmental risks to determine municipal financial liability estimates for corporate financial statements, identify third-party liabilities, and collaborate with the Legal Services on potential litigation Lead procurement processes (RFPs, standing arrangements), manage external consultant contracts, critique cost estimates, and conduct site inspections to verify quality and scope compliance Provide professional technical peer reviews for land development applications to ensure proposed zoning and future site uses meet all regulatory and statutory environmental requirements Direct, coach, and supervise junior and intermediate engineers, scientists, and technologists—overseeing work quality, conducting performance reviews, and participating in recruitment Champion team physical and mental health by conducting field safety inspections, reviewing hazards, and actively fostering a diverse, inclusive, and positive workplace culture Maintain active professional registration (e.g., P.Eng., P.Ag., P.Bio.), fulfill mandatory professional development requirements, comply with the City’s Professional Practice Management Plan and keep the City’s knowledge base current with evolving industry standards and technologies Qualifications : Undergraduate Degree in Environmental Engineering, Geoscience, Civil Engineering, or related applied science discipline eligible for professional designation as detailed below Membership in one of the following professional associations, as required under the Joint Practice Standard for Professional Responsibilities in Completion and Assurance of Reclamation and Remediation Work in Alberta, is mandatory: Association of Professional Engineers and Geoscientists of Alberta (P.Eng., P.Geo., or P.Geol.) Alberta Institute of Agrologists (P.Ag.) Alberta Society of Professional Biologists (P.Bio.) Association of the Chemical Profession of Alberta (P.Chem.)
