The purpose of the consultancy is to provide scientific leadership, rigorous quality assurance, and high-level policy engagement to embed child-specific vulnerabilities into global environmental and climate policies and normative guidance

Scope of Work

The UNICEF Strategic Plan has elevated action on climate change and environmental degradation as an organizational priority, to be integrated throughout UNICEF programmes. To concretize this, UNICEF HQ is implementing its global Healthy Environments for Healthy Children (HEHC) programme framework. The Framework explicitly recognizes that protecting children requires more than governmental policy; it demands a fundamental transformation in how the private sector operates, produces, and engages with communities. To mobilize collection action, UNICEF convenes a Children’s Environmental Health Collaborative to protect child health and development from the impact of climate change and environmental degradation.

To support these efforts, UNICEF requires a senior expert in Children's Environmental Health. The purpose of this consultancy is to provide senior scientific advisory, technical leadership, and normative quality assurance to advance UNICEF’s Children’s Environmental Health (CEH) agenda globally. Leveraging decades of foundational expertise in pediatric environmental epidemiology, regulatory policy, and inter-agency multilateral guidance, the consultant will serve as an authoritative scientific arbiter. Responsibilities center on ensuring gold-standard methodological rigor, clinical validity, and primordial prevention framing across UNICEF's flagship reports, high-level policy briefs, and normative technical guidance packages addressing issues such as toxic chemical exposures, air pollution, climate and disasters and the built environment.

In addition, the consultancy aims to drive strategic technical engagement and policy diplomacy across health, environment, and climate sectors. The consultant will mobilize global and regional clinical bodies, professional pediatric societies, and multilateral partners to position child-specific physiological vulnerabilities at the core of national policies and international environmental governance. By leading high-level technical dialogues, delivering keynote interventions at key global convenings, and bridging scientific evidence with actionable policy, this assignment supports UNICEF in establishing CEH as an urgent priority for governments and international financial institutions to review technical content, strengthen technical collaboration and expand capacity development initiatives for a global audience.

To qualify as an advocate for every child you will have...

Minimum requirements:

  • Education: Master’s or PhD or a medical degree (MD) in public health, environmental health, pediatrics, epidemiology, environmental science, or a related field.
  • Work Experience: A minimum of 15 years of professional experience in the field of children’s environmental health, with a strong focus on research, policy, and programme implementation.
  • Demonstrated experience in developing high-quality technical content, such as training curricula, published articles, guidance documents, and policy briefs (a portfolio of work may be requested).
  • Proven track record of working with international organizations, academic institutions, and government bodies.
  • An established network of contacts within the global CEH community is highly desirable.
  • Experience working on issues relevant to Low- and Middle-Income Countries (LMICs).
  • Previous experience of working with UNICEF and the UN is desirable.
  • Skills: Strong communication and interpersonal skills, with the ability to engage effectively with a wide range of partners and stakeholders.
  • Excellent organizational skills and ability to manage multiple complex tasks to meet deadlines.
  • Ability to work independently and as part of a remote team
  • Language Requirements: Exceptional writing, editing, and analytical skills in English
